Provision of Implementation of IBM Identity Governance and Inteligence

The Information and Communications Technology Division (ICT) is responsible for providing information technology solutions and services to support the operations of IFAD and to ensure that, in fighting rural poverty, IFAD makes the most effective use of Information and Communications Technology tools and services.
Given the breadth of different systems and organisational units involved and given the deployment of Identity Governance (IG) must happen without disrupting the day-to-day business activities, an approach targeting the whole of IFAD is unsuitable. Rather, it is chosen to follow a phased approach in which IG feasibility is first evaluated on a restricted yet representative set of systems, through the use of a Proof-of-Concept (PoC) implementation in a designated non-production environment.

Objective of this RFQ
The role of the Identity Governance system should be to collect business information and orchestrate delivery of authorizations across the diverse systems, while abiding to the constraints imposed by products of other vendors, and make administrators and auditors able to extract meaningful, holistic, coherent reports and views: both on the overall status of systems authorization and as well drill-down to Resources and Users to check what they are entitled to and why.
