Description

It is anticipated that the International Criminal Court (ICC) located in The Hague, The Netherlands, will shortly be issuing a solicitation on the provision of eCourt Consultancy/Audit. In this connection, the ICC is requesting expression of interest from qualified firms.

 

The ICC is now seeking an expert to review the eCourt Systems which are being used in the ICC and their use and advise on any improvements which may be made. Included in the review should be an evaluation of whether there are problems with regard to all eCourt systems/applications, if so what the cause(s) may be and how these can be avoided. Wherever possible, an emphasis should be placed on measurable objectivity (e.g. actual Courtroom availability achieved versus industry standard).

The scope of this consultancy is;

  • Review of eCourt Technologies (including ECMS), their purpose and manner of usage, including an evaluation of the ICC’s strengths and weaknesses in this area,
  • Processes & Procedures in place (whether formalised or informal),
  • Roles and responsibilities of eCourt administration and organisational setup,
  • Requested changes to application setups,
  • Investigate issues experienced in recent months, how those were resolved and/or escalated and whether any remain outstanding,
  • Staffing levels.

 

The detailed Scope of Work will be provided with a Request for Proposal (RFP), which seeks for this consultancy/audit service. The RFP is scheduled to be sent out in August 2009
