Description
1. The United Nations Procurement Division, Regional Procurement Office (UNPD/RPO), hereby invites qualified vendors to submit their Expression of Interest for the participation in the upcoming solicitation for the provision of petroleum products and associated support services to the United Nations Office of the Special Advisor to the Secretary-General on Burundi. 2. The UNPD/RPO, on behalf of the OSASG, requires these services from qualified, competent and licensed and accredited suppliers / service provider(s). This requirement includes, but is not limited to, provision of petroleum products and associated support services within Burundi. 3. The proposed term of Contract(s) shall be for an initial one (1) year period with an option to extend for two (2) additional one (1) year periods (1+1+1), at the sole discretion of the UN, to extend under the same terms and conditions and at the same prices as agreed by the UN and the successful vendor(s). Importantly this proposed extension is entirely subject to the continuation of UN mandate, availability of funds, and satisfactory performance of the service provider(s). 4. This requirement’s fuel support concept is that the selected Contractor will have the capacity to provide sustainable supply of petroleum products (POL), effective and reliable site services, and professional management to support the OSASG-B operations. The UN shall in no event be required to purchase any minimum quantity, nor limited to purchasing any maximum quantity of petroleum products. The vendor will be responsible to manage the complete fuel supply chain for the OSASG-B including: a) Import of fuel, if required; b) Supply and distribution of fuel throughout the OSASG-B Area of Operations. c) Establishment, operation and maintenance of bulk fuel storage facilities; d) Maintenance of fuel stocks including Local Reserve, operating stocks and Strategic Fuel Reserve (SFR); e) Dispensing of fuel to end-users, including vehicles, and generators; and f) Accounting for fuel transactions down to the end-user, including providing electronic copies of all accounts and transactions. 5. Fuel volumes / consumption requirement estimates and local reserve requirements will be provided in the tender to the invitees. These consumption figures represent best estimates and are provided for indicative purposes only. The figures may include fuel requirements for other UN Agencies that will receive fuel as part of the contract. The vendor(s) shall deliver all requested orders and/or consignments of lubricants to the OSASG-B Location in Bujumbura and ensure uninterrupted supply. 6. Compliance with product specifications. The Contractor is required to provide POL that conforms to international standards and specifications that are accepted and maintained by the industry and major petroleum companies. In addition, all oils, lubricants and associated products for ground equipment are to conform to the requirements of one or more of the following authorities, as appropriate: a) The American Society of Automobile Engineers, b) The American National Lubricating Grease Institute, c) American Petroleum Institute, d) The European Automobile Manufacturers Association, e) The British Standard Institute, f) US military specifications or Commercial Item Descriptions. g) The American Society of Testing and Materials. 7. The UN reserves the right to split the contract award amongst multiple suppliers / service provider(s) and any resulting Contract(s) shall be non-exclusive. 8. Companies interested in being considered for shortlisting for receipt of the UNPD/RPO solicitation document are requested to submit a clearly written Expression of Interest therein specifying the company's profile, as per Vendor Response Form attached hereunder providing: a) Address, contact person, active telephone numbers as well as functional e-mail contacts; b) Company’s registration ID number (if already registered with UN) and UNGM registration number (www.ungm.org). c) Company must be registered in UNGM atleast at Level 1 in order to be considered to participate in this UN solicitation. d) Confirm the company’s capability to provide these services to OSASG within Burundi; and e) Indicate commitment that if the solicitaion is issued, the company is ready to offer its services by the set bid close date and a copy of this included as part of the Technical Evaluation submission. 9. Note that companies that have previously submitted EOIs for similar services with the UN must re-submit full documentation as detailed above. 10. Please note, this is NOT an invitation for submission of bids. Its purpose is to identify companies that would be interested to participate in the solicitation when issued. 11. A detailed Scope of Work (SOW) will potentially be provided in the future to companies shortlisted for receipt of official UNPD/RPO solicitation. 12. The UNPD/RPO will examine the outcome of this request for EOI and will consider qualified firms including that have expressed their interest providing the required information as to their ability to fulfill UNPD/RPO’s requirement. 13. The UNPD/RPO reserves the right to change or cancel the requirements at any time during the EOI and/or solicitation process. Thus, submitting a reply to this EOI does not automatically guarantee that your company will be considered for receipt of the solicitation when issued or award thereafter. The tender and any subsequent commitment to contract will be issued in accordance with UN rules and regulations. 14. The Expressions of Interest (EOI) may be submitted only by e-mail no later than close of business 15 February 2017 to email address: unesb-rpo@un.org with a copy to aguma@un.org . 15. UNPD/RPO reserves the right in selecting the invitees for the solicitation.
