Description
Tender description: UNOPS plans to engage in a Two Year Long Term Agreement (LTA) with a possibility of extension for Cargo Three Wheel Motorcycles as defined in this tender.
Based on the results of this exercise, UNOPS intends to enter into a non-exclusive LTA with the successful Bidders for Supply and Delivery of Cargo Three Wheel Motorcycles in support of UNOPS’ operations for an initial period of 24 months with the possibility of extension for an additional 12 months. UNOPS reserves the right to award the Long Term Agreement to multiple vendors.

New clarification added: Pre-Bid Conference MinutesITB Ref No: eSourcing reference: ITB/2016/267Date: 09 January 2017 / 09.30 amA pre-bid meeting for the above referenced ITB was conducted for the purpose of providing background information of the ITB, and to brief on the e-Procurement bidding process, evaluation criteria, schedule of requirements and Returnable bidding Forms for completion. At the beginning of the meeting, it was mentioned that pre-bid meeting will not be the forum to provide answers to questions from bidders. Any clarification requests shall be directed to the in e-sourcing, and answers will be posted at the e-procurement. It was also mentioned that the every interested bidder shall read and be familiarized with the full stated in the instruction to the bidder documentation available in e-procurement.The bidders were also said that, as indicated in the e-procurement, attendance to this pre-bid meeting is not mandatory and the companies who are not present at this meeting still could submit bids.1. During the meeting the bidders were explained on followings;The suppliers were briefed about Background of ACAP III project and the purpose of the use of 3 Cargo Three Wheel Motorcycles.The supplier were briefed based on UNOPS eSourcing vendor guide, how to register on UNGM and submit responses to UNOPS tenders. This briefing was done through a projector as presentation and every line were explained to the bidders.2. The supplier were briefed on below Schedules and forms:Section I Instructions to Bidders, Section II Schedule of Requirements, Section III Returnable Bidding Forms, Section VI Contract Forms3. The supplier were briefed on below specific points to be remember during the preparation and submission of bids.Last date for submission of clarification request and bidder access to UNOPS' responses to clarifications in e-procurement. Requested bid validity. Bidder are allowed to bid for one or multiple lots. Language of the bids – English for all communication and bid. All bids shall be submitted in USD, and the price shall include the complete services.3. Below clarification requests were made at end of the pre-bid meeting.Answer to the Question for LTA Supply and Delivery of Cargo Three Wheel Motorcycles in Afghanistan.Q01: Reference to the subject, if you please let us know the monthly or yearly requirements for the tricycles in each zones.Answer to Q01We do not have the monthly and early estimation of Motorcycles, therefore we lunch the LTA. we cannot provide you more information on this accept what is written in the Schedule of Requirement.Q02: We noted that you are asking for all plates and registrations to be managed by the bidder.Answer to Q02The contractor will be responsible to manage and provide the Number plates and registration documents for each motorcycle, This is our requirement and this will not limit the competition at all there are a lot of companies available in Afghanistan which providing such services and also the companies from abroad can obtain the number plate and registration document very easily through their branches located in Afghanistan or sub contractors etc.Q03: What does it mean:" the contractor shall deliver the Cargo Three Wheel Motorcycles within three (3) weeks for an order quantity of 1 to 5 units", it mean the delivery time is within three weeks? but the time too short, it is impossible according to our experience to delivering the goods to Afghanistan.Answer to .03The contractor will be responsible to deliver the Cargo three wheel motorcycle within three (3) weeks for an order quantity of 1 to 5 units" including the registration documents to the site and note that this three weeks is for an order to 1 to 5 motorcycles and an order more than this can be given longer period of time.Q04: The supplier should confirm to obtain the registration documents and number plates from the Government of Afghanistan for each Cargo Three Wheel Motorcycle." we are not sure to get the documents because it depends on the Government of Afghanistan.Answer to 04This mean that while submitting your offer there should a confirmation letter along with your bid to indicate that your company is confirming that they will provide the registration documents and number plates from the Government of Afghanistan.in the initial stage a confirmation letter is required from the bidder not from the Government of Afghanistan in order to indicate that they are agree that will provide the Cargo Three Wheel Motorcycle with registration documents and number plates if become the winner.
