Management 101 – Skills Building For UNICEF Supervisors

 

Purpose

To design, develop and deliver a customized, modular learning programme of foundational managerial skills, with a focus on people- and soft-skills, for all UNICEF staff with supervisory responsibilities. 

 

Background and Context

For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and development. The world's largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, good water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and AIDS. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.

 

In an effort to measurably improve UNICEF's ability to deliver better results for children, and to also support the Human Resources transformation strategy, the Division of Human Resources (DHR) is embarking on a transformational process in a number of key areas, including a robust performance management and career development and a fast and effective talent acquisition, management and recruitment. As part of the reform, the organization is looking to strengthen the managerial capacity of its staff with supervisory responsibilities, by offering staff managing direct reports a curriculum of virtual and face-to-face modules to help build their capacity in the areas of:

·       Self-awareness

·       Self-management

·       Relationship management

·       Social awareness

UNICEF is looking to contract an international organization, consultancy, or academic institution to design, develop and deliver a foundational curriculum of managerial best practices, to be made available to identified UNICEF’s staff with supervisory responsibilities, across its 7 Regions and all Headquarter locations.

 

Scope of Work

Under the direction of the Chief, HR Capacity Building and Learning Coordination, the consultant shall undertake the following tasks:

 

1.       Design and deliver a blended (i.e., including face to face and elearning components) capacity development programme on key managerial competencies skills to UNICEF’s managers and supervisors globally, covering the following topics:

a.       Key management behaviours, with a focus on self-management and  role modelling;

b.      Effective communication and influencing skills;

c.       Manager as coach and enabler

d.      Principles of project management;

e.       Change management, and managing in times of uncertainty;

f.        Managing relationships, including managing conflict;

2.       Provide tools and support mechanisms that facilitate ongoing learning following the initial training delivery.

 

Expected Deliverables

1.       Develop a project plan and methodology report for the learning programme two weeks from awarding of the contract;

2.       Design a comprehensive curriculum spanning all topics listed in the Scope of Work above, giving due consideration to UNICEF’s diverse workforce and geographic reach;

3.       Develop and launch elearning modules as part of the curriculum;

4.       Deliver face to face components of the curriculum, at different geographic locations and timelines as specified by UNICEF;  

5.       When required, conduct a pilot programme, at a location of UNICEF’s choice, to help shape future events; 

6.       Provide a follow-up report after each intervention, summarizing delivery, lessons learnt, and participants’ feedback. ROI methodology must be implemented from the onset.
