SUMMARY SCOPE OF WORK

The staff members of the International Criminal Court (ICC) are entitled to salary and related allowances according to Staff Rules of the ICC which are in conformity with the United Nations common system of salaries, allowances and benefits (UNCSS). ICC is a member of the United Nations Joint Staff Pension Fund (UNJSPF), effective 1 January 2004.

On 23 December 2015, the United Nations General Assembly (UN GA) approved significant changes to the UN common system package of salaries, benefits and entitlements for staff in the professional and higher categories, based on the recommendations of the International Commission on Civil Service (ICSC). As changes to salaries, benefits and entitlements in the UN Common system are also applicable to the Court, the Court wishes to align its SAP HR and payroll system with aforementioned approved changes. 

The Court wishes to align the SAP NPO HR and payroll solution including the functionalities available in enhancement pack 7 by incorporating the approved changes to the UN common system package of salaries, benefits and entitlements for staff in the professional and higher categories, based on the recommendations of the International Commission on Civil Service (ICSC).

The Court seeks contracting services to support its alignment of the NPO HR and payroll solution to the changed compensation package. The work will be performed through an integrated project team. Contractor resources are expected to provide hands-on experience and expertise in implementing and configuring SAP NPO payroll. The ICC resources will bring functional knowledge of current business processes and descriptions of salaries and allowances as well as technical knowledge of the existing systems and application environment.

The ICC will provide a project manager and one full-time dedicated project staff from the Entitlements and Payroll unit to cover functional requirements. One SAP technical support staff will be available at the required phases of the project. Access to other personnel on a limited basis will be coordinated through the project manager.
