UNFPA supports the Government of Mozambique to broaden access to quality Sexual and Reproductive Health (SRH) services at several levels, among others, through a national multi-sectoral Adolescent Sexual and Reproductive Health (ASRH) Programme, Geração Biz/Busy Generation (PGB).

In 1999, the Government of Mozambique established the Programa Geração Biz as a multi-sectoral response to the sexual and reproductive health needs of young people. PGB supports youth-friendly service provision in the health sector, school-based education and health services, and community-based information, communication and education activities delivered mainly through peer educators (activistas).

While peer education is still recognized as a critical strategy to promote healthier sexual behaviors, resources and support for educators have been dramatically scaled down given the limited external financing for the Programme and until 2013 there was no data available either for management or evaluation of peer education activities. MoBIZ,   developed within the PGB programme introduced in 2013 a mobile phone-based platform to enhance the impact of peer education by enabling performance-based management and remuneration of peer educators and expanding community-level access to reproductive health products (condoms and contraceptive pills) and services. This initiative addresses critical gaps within the peer education model including motivation and management of peer educators, and provide strategic information for planning, monitoring and evaluation of community-based activities.

MoBIZ, funded by the Royal Embassy of the Netherlands, has been implemented in Mozambique since November 2013 under the overall coordination, technical support and management of UNFPA and is expected to end in December 2016. It has been implemented by a PGB partner, the Associação Coalizão da Juventude Moçambicana (Coalizão), a youth local NGO that promotes sexual and reproductive health and rights through information, education and quality service provision, with technical support from the international NGO Population Services International (PSI).

Considering that MoBIZ nears completion of its cycle, an evaluation is to be undertaken, to provide a comprehensive and systematic accounting of performance, the likelihood of sustainability and possible impacts. The analysis and recommendations of the evaluation will be important for UNFPA future interventions, to the Government on eventual replication and follow up, to the partners and beneficiaries, and will also inform the formulation of eventual successor proposal.

UNFPA Mozambique is looking for a consulting firm to conduct an independent, external, forward-looking evaluation of MoBIZ Programme “Community-Based Family Planning Provision. Building innovation for behavior change into the national programme for sexual and reproductive health among adolescents and youth in Mozambique”.

The evaluation will pursue the following objectives:

-          To review the relevance, effectiveness, efficiency, sustainability, equity and impact of the MoBIZ approach.

-          To identify the factors that have affected positively and negatively its implementation.

-          To identify a set of lessons learned and provide recommendations to UNFPA and partners for future programming, based on the evaluation findings.
