Consultancy on education and capacity development
Background
Recognizing the need for improving skills in communicating in global health area in some countries in the Western Pacific Region (WPR), the World Health Organization re-established the Global Health Learning Centre (GHLC) in 2014. The mission of the centre is to build capacity of mid-level health officials to understand global health issues and to participate in international forums and contribute to the global health arena.
This year 2016, GHLC in its third year will host up to 20 fellows from the Western Pacific Region countries including Cambodia, China, Lao People’s Democratic Republic, Mongolia, Philippines, The programme comprises 2 modules: A) English language for health course; and B) technical course on global health issues.
The learning objectives of GHLC are as follows:
- Module 1: improve participants ability to critique and comment on global health policy documents in English;
- Module 2: develop participant’s ability to translate global health strategies into policy options that are relevant to the participants’ national context
Tasks
The consultant will support the achievement of the Global Health Learning Centre 2016 program objectives, including
- assist participants to identify an appropriate (Module B) project that is applicable to their country context.
- mentor and coach participants.
- undertake an end of course review, prepare report and make recommendations for improvements and sustainability.
Module A - English language course
Managed and delivered by Ateneo Language Learning Centre (ALLC)
Module B - Global Health Issues
Managed by Integrated Service Delivery and the consultant, and delivered by the consultant with WPRO Technical Officers
The Consultant’s objective
To manage a comprehensive and participatory delivery of Module B that inspires and equips participants them to interact effectively in international fora on health and development issues. The Consultant will be responsible for
- Maximizing the effectiveness of course, including through
- Utilizing modern adult education principles.
- Ensuring that participants understand how technical presentations, strategies and issues relate to broader global and regional goals for health.
- Ensuring that there are clear linkages between different course components and the participant’s country projects.
Working relationships
- Directly supervised by ISD Coordinator.
- Supported by Fellowships Assistant GHLC
Required profile of the consultant
Education and Experience
Essential
- Relevant tertiary qualifications.
- Relevant experience working in health development with at least one year full time in a developing country (Western Pacific Region preferred).
- At least two years’ full time experience (or equivalent part-time ) teaching using adult education principles and participatory techniques
- Advanced fluency in English with excellent verbal and written communication skills
- Proficiency in Microsoft applications (Word, Excel, PowerPoint and Outlook)
Desirable
- Formal qualification in education/teaching
- Working knowledge of WHO in the Western Pacific Region

Languages
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.
