Background

Antimicrobial resistance is a public health problem reaching alarming levels in all six WHO regions both for community and hospital acquired infections. In the Western Pacific Region, antimicrobial resistance is becoming an increasing problem with multiple pathogens exhibiting resistance to one or more antimicrobials.

AMR is a complex concept with many contributing factors across many different sectors, highlighting that it is not solely a problem to be tackled by the health sector but through coordinated multi-sectoral actions. As the mechanisms for how antimicrobial resistance emerges and is transmitted can be difficult to understand, encouraging a multi-sectoral approach is also challenging.

To improve the awareness and understanding of the multi-faceted nature of AMR and the linkages between human and animal health and the environment, a video is proposed to be produced to show these connections. The video will help to reframe antimicrobial resistance as not just a health issue but as an international development issue that threatens human progress and our ability to meet the Sustainable Development Goals. EMT/WPRO requires a supplier to film, edit and produce the documentary film.


Purpose/Specific Objective of the Activity
The objectives of the proposed AMR documentary film are:

1) to show the linkages between human and animal health, the environment and the factors that contribute to antimicrobial resistance
2) to motivate professionals and policy-makers across multiple sectors to take action on antimicrobial resistance building on the momentum set by the Tokyo Meeting of Health Ministers on AMR taking place in April 2016.

Description of activities to be carried out:
The contractual partner in collaboration with the technical unit on Essential Medicines and Health Technology (EMT), and Public Information Office (PIO) in WPRO will carry out the following:
• to develop a storyline for a 15-20 minute documentary video illustrating the linkages of AMR risk factors and containment between human health, animal health and the environment in the western Pacific Region based on video footage in 5-6 priority countries;
• to direct and film footage within 5 priority countries of relevant footage as agreed up on in the storyline;
• to compile, edit and produce a rough cut of the video following the WHO style guide to be commented on by EMT and PIO; and
• to undertake additional edits and produce the final production of:
o Full length film approximately 15-20 minutes in total length
o Shortened 5-7 minute version of film
o 30 second clips focused on focus areas (5 in total)

Method(s) to carry out the activity:
• Film storyline development, shooting of video footage, video editing

Description of the tasks/process involved in carrying out the activity:
a) Work with EMT/WPRO to develop a storyline given the following outline and identify countries to film each theme:

• Introduction: briefly describe antimicrobial resistance and why is it an important public health threat with reference to the importance to act as a region. In addition to describe the multifaceted nature of AMR and how it intersects between humans, animals and the environment for containment of AMR.

• Proposed major themes: humans, animals and the environment to be illustrated by individual stories
Theme Focus areas
1) Antibiotic overuse and misuse in humans Low public awareness, understanding of antimicrobial resistance
 Patient / provider expectations, incentive structures
 Poor hygiene and infection prevention control
 Lack of laboratories and surveillance systems to detect resistance
 Poor regulation and enforcement allowing for over the counter sales
 Poor access to quality assured antimicrobials
2) Antibiotic overuse and misuse in animals Link human health to antibiotic use in animals and the contamination through food and the ecosystem
 Antibiotics used as growth promoters in animals
 Use of critically important medicines for human health in animals
3) Antibiotics and the environment Poor water management, disposal of antibiotics
 Environmental contamination of antibiotics and resistant microorganisms
 WASH practices

Conclusion: In order to achieve the sustainable development goals, we need to preserve the efficacy of our antimicrobials, the miracle of modern medicines through multi-sectoral collaborative actions to contain antimicrobial resistance. 

b) Liaise with WPRO and WHO country office counterparts and partners within the identified 5-6 countries to identify locations and interviews for filming.

c) Travel to each identified country for a maximum of 3 days to film the relevant footage.

d) Edit and produce the long form 15-20 minute video and submit to EMT/WPRO for feedback.

e) Work with EMT/WPRO over a four week period to incorporate feedback and edits into final video.

f) Finalize agreed upon versions of the video as outlined in the deliverables section.

Restrictions

Without the prior written agreement from WHO, the contractual partner and its related companies shall not in any statement or material of a promotional nature (including in company websites, credentials, client listings and communications addressed to prospective clients) refer to a relationship of the parties under this Agreement, or to the relation of the contractual partner and its related companies in the Campaign. In no event shall the contractual partner and its related companies furthermore be entitles to use the name, acronym and/or emblem of WHO, without WHO’s prior written agreement.

Timeline/Duration of assignment
Approx. Approximately 35 days spread over the contract period from 7 March to 10 June 2016

Deliverable(s) to be submitted during and after the period of the assignment including manner of delivery and payment:
• Deliverable 1: Draft video storyline identifying countries and key themes
• Deliverable 2: First rough cut of long-form film
• Deliverable 3: Final submission of all film versions:
o Full length film approximately 15-20 minutes in total length
o Shortened 5-7 minute version of film
o 30 second clips focused on focus areas (5 in total)

Education
• Essential: University degree or relevant training and/or experience in video editing and/or production.

Experience
• Professional experience in filming and producing health documentaries within the Western Pacific Region.
• A strong portfolio and proven track record of delivery of final products.
• Previous experience with working with WHO and/or other UN agencies will be an advantage.

Skills
• Thorough knowledge, understanding of and experience with video editing and production.
• Ability to work independently and in a team
• Excellent interpersonal and communication skills
• Ability to work under pressure with conflicting priorities
• Knowledge of antimicrobial resistance and the associated risk factors will be an advantage

Languages
• Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

Additional information
• Remuneration subject to negotiation in accordance with WHO guidelines for procurement of services. Contract may be extended if required depending on availability of funds.

Travel: For each country visit WHO shall reimburse cost of travel from the place of domicile of the individual to the place of assignment (most direct economy fare). Cost of travel should not be included in the proposal.
