Description
1. The United Nations Peacekeeping Force in Cyprus (UNFICYP) intends to conduct a competitive solicitation exercise for the Provision of Maintenance and Upgrade of a Telecommunication Tower at UNFICYP HQ, UNPA, Old Nicosia Airport. 2. Summary of the work to be undertaken by the Contractor: • Restoration of the named tower structure and all associated components as detailed in the Scope of work. • Replace and protect, where necessary, all suspect foundation bolts. According to the structure type, the contractor shall propose a specific maintenance procedure to apply on the foundation structure. All applicable structural and strength tests performed shall be documented and provided as part of the completion assessment. • Provide grouting material at the base of the tower. Grouting shall be of an appropriate type and quantity to provide comprehensive protection of the foundation bolts and base plates. • Replace and protect all other suspect non-foundation tower structure bolts. All replacements shall be of the same diameter and grade specifications as required for this type of structure. • Provide and install cable runs for all cabling pathways. All cables shall be fixed to such cable runs. Cables shall be fixed on to the least amount of cable runs necessary to suffice antennae cabling. • Remove the wire rope that exists as a fall arrest system. It is non-compliant and must be safely removed. • Provide and install a Safety Climb system within the inner dimensions of the tower structure. This climb system shall allow workers to safely climb the structure and enter onto the existing work platforms un-hindered. If modifications are required on the existing work platforms, they shall be carried out in a way that does not compromise the safety and strength of the existing structure and components. • Provide and install a Fall Arrest system within the safety climb structure named above. This fall arrest system shall be compliant with the appropriate regulations for such a system as specified by European or Cypriot regulatory bodies concerning working at heights above 10m. • Apply metal protection and visibility paint to the structure, according to International Civil Aviation Organization (ICAO), European or Cypriot regulatory requirements for such structures. • Provide a report that details what components of the tower comply with local or European regulatory standards and what components have no such compliance or evidence of such. The report shall contain specific focus on the following areas: - Foundation and Structural soundness (metal and concrete). - Visibility standards. - Safety Climb and Fall Arrest system. 3. In this regard UNFICYP would like to identify vendors that would be interested to participate in the competitive solicitation exercise. Qualified Vendors are requested to express their interest by providing all relevant information including complete company details and experience profile using the attached Vendor Response Form, also available in our website www.unficyp.org. The interest should be sent to the attention of Officer-in-Charge, Procurement Section either via fax +357-22-614693 or via email unficyp-procurement@un.org no later than Monday, 10 November 2014. 4. The UNFICYP reserves the right in selecting the invitees for the competitive bidding and mere expressing an interest would not automatically warrant participation in the competitive bidding exercise. The UNFICYP reserves the right to change or cancel any of these requirements at any time during the EOI and/or the solicitation process. The UNGM registration is mandatory for responding to this EOI.
