Review of Vietnam - UN Harmonized Programme and Project Management Guidelines (HPPMG)

The Viet Nam - UN Harmonized Programme and Project Management Guidelines (HPPMG) were jointly developed and signed by the Government of Viet Nam and UNDP, UNICEF and UNFPA for the management and implementation of UN-supported programmes and projects and became effective on 1 July 2010. The HPPMG has guided the preparation, management and implementation of the UN-supported programmes and projects for nearly three years, and is expected to be an effective tool for the management and implementation of the One Plan 2012-2016 as well as preparation of the individual agencies programmes and projects, in line with the spirit of Delivering as One (DaO) and the Ha Noi Core Statement. HPPMG aims to further promote greater transparency, efficiency, simplification, harmonization and effectiveness as UN will enhance its focus on providing support in a more cohesive manner.

There have been updated legislations from both government and UN agencies namely Decree No. 38/2013/ND-CP (Decree 38) and its circulars on ODA management and utilization. This also coincides with the plan to conduct a review after two years of trial of the 1^st version of HPPMG. In addition, there has been commitment by both UN and the GOV to consider expanding the application of HPPMG to other UN agencies. These require HPPMG to be revised and amended. The revision process consists of three phases: review, revision and roll out.  This Terms of Reference (TOR) is for the review phase. A Joint UN-GOV Working Group (Joint WG) which composes of staff from UNFPA, UNDP, UNICEF, UN Resident Coordinator's Office and Government staff from Ministry of Investment and Planning (MPI) and Ministry of Finance (MOF) at the working level has been established to organize and support the implementation of activities throughout the revision process including those of the review phase (phase 1). The Joint WG will assist a Steering Committee for HPPMG revision which composes of Deputy Directors General of MPI (Foreign Economic Relations Department - FERD) and other Government Aid Coordinating Agencies (GACA), Deputy Representatives from UNDP, UNFPA, UNICEF and Head of UNRCO in supervising the work of the contractor to ensure the quality of the deliverables provisioned in this ToR.
