New clarification added: Question: Would UNOPS please consider the use of a 6x4 heavy-duty truck chassis for Lots 15 and 16? We recommend this configuration be considered because the length and total weight of the fully equipped medical unit exceeds what can be safely and effectively supported by a standard 4x4 chassis.Answer: UNOPS specifies minimum 4x4, hence 6x4 is also accepted

Usually such type of solutions have space for 1, 2 or 4 samplesAnswer: It should be a minimum 1 sample.Question: At one for the clarificaitons replied on 11-06-2025 regarding the way of submission for Annex 1 and related documents it was answered that "At the time of submission, the platform will show the designated folders where each document should be uploaded.". Can you please clarify whether different folders will be created per Lot were we can submit the documentation related to each lot (just to know how to prepare our documentation). May we inquire whether it is possible to integrate the after-sales networks of the mobile clinic manufacturer and the chassis producer to meet the coverage requirements? What are the qualification and audit criteria for after-sales service agents?Answer: As per the technical specifications stated in the tender, the after-sales service coverage requirement must be fulfilled in full by the bidder, and cannot be met by combining the service networks of multiple manufacturers or entities (e.g., chassis manufacturer and superstructure converter).Question: Can we submit the bid as a Joint Venture?Answer: Yes, submitting the bid as a Joint Venture is allowed. New clarification added: Question: The condition does not specify the place (city, country) of delivery of the car. How to specify the cost without delivery for only 1 car with equipment? And what delivery times must be met?Answer: Please note that the prices requested under this tender are on an FCA (Free Carrier) basis; therefore, the final destination country does not need to be specified at this stage. Bidders are requested to indicate their earliest possible delivery time for each Lot accordingly.

New clarification added: Question: We would appreciate clarification on whether the United Republic of Tanzania is included or eligible under the scope of this tender.Answer ; According to the bidder eligibility criteria outlined in Section I – Instructions to Bidders, countries not subject to UN or other international sanctions are generally eligible to participate in this tender. As the United Republic of Tanzania is not listed among the restricted or sanctioned countries, eligible under the scope of this tender. For further details, please refer specifically to Clause 4 of Section I – Instructions to Bidders in the tender document.

It is the responsibility of the bidder/manufacrturer to ensure the quality. Please note that UNOPS may conduct detailed pre-shipment inspections at works before accepting the product. Please also keep in mind that the entire unit and the individual components are under manufacturers warranty. 2. Deliberately, there are no drawings, as UNOPS wish the bidder/manufacturer to provide solutions based on the technical specifications. 3.The cabins are not detachable. Please understand that these mobile units are to be used in countries with rough roads/off-road.

New clarification added: Question: 1. Can we submit seperate price proposals for LHD and RHD vehicles? 2. Can we submit on 6x4 vehciles or must vehicles be 4x4 only? Vehicles of 6x4 are also suitable for difficult terrain 3. The size of the TB clinic is 6m in length. Can we propose the fitmentment of a containerised (20ft) TB clinic instead of a box body? The advantage of containerised solution is that the container can be transferred to a different vehicle, and it could reduce costs as mounting could happen in the country.Answer: 1) Yes. 2) Min 4x4, hence 6x4 are also accepted. 3) Yes, as long as the bid is compliant. However, UNOPS specifications does call for a fixed body and not detachable as water tank/waste tank etc must be installed under the floor at the chassis frame of the truck, and the generator set is also typically installed under the floor.

New clarification added: Question: We have an additional clarification question regarding dental xray specs: the specifications line 8 to 10 refer to intra oral xray and not dental panorma, could you kindly please clarify what is needed?Answer: The requirement is for a Panoramic Dental Xray. In the specification we see only description of the layout and clinic inside without any equipment included (2)Can you please confirm that all the specifications (technical and Quality assurance ones) of the medical devices requested for all clinics (Lots1-16) are included in the document " Annex 1_ Technical Specifications and Compliance Forms" and there is not additional document regarding that? (3) On the UNOPS E-sourcing platform, in the tab "Vendor Sumbission" - "Document checklist" can you please indicate in which field shall we submit "Annex 1_ Technical Specifications and Compliance Forms" together with all the requested medical device and truck documentation?Answer: 1. At the moment only the vehicle with basic structure suitable for a medical clinic has been requested. List of medical equipment will be published/requeted later depending on the customers' requirement. 2. Yes, Annex 1 includes all the technical and quality requirements of all the medical equipment published excluding lots 15 &16. 3. The required documents must be submitted against each respective lot, as clearly indicated in the system. At the time of submission, the platform will show the designated folders where each document should be uploaded.

Power Output: Is there a specific power output requirement (in kW or kVA) for the generator? If so, please provide the minimum or recommended value. 3. Capacitor Requirement: Should the generator be supplied with a capacitor?Answer: 1. UNOPS has no preference, as it must be in accordance with the technical solution offered by the bidder. 2 Please carefully read the technical specifications, as this has been stated in detail for each category under "Generator set". 3. UNOPS has no preference as it must be according to the technical solution provided by the bidder. Needless to say the technical solution must be solid and durable. It should be kept in mind that UNOPS may conduct detailed pre-shipment inspections at works prior to acceptance and the entire unit, construction and all components are under manufacturers warranty. Please understand that these mobile units are to be used in countries with rough roads/off-road.

X-Ray TB SC 4x4 Max Euro 3" in lines 82&83&85 a request for a desktop (stationary workstation) is mentioned; however line 84 refers to a laptop. Can you kindly clarify whether a laptop or stationary PC is request as a workstation of the X-ray system?Answer : The requirement is exclusively for a desktop. An amendment to the specifications will be issued shortly to reflect this correction.

New clarification added: Question: In the tender particulars it is mentioned that: "Alternative bids: Accepted". Does this means that in financial document "Annex II_Form C-Financial Bid Form_ITB_2025_57605" we can offer more than 1 truck brand/model options per Lot? For example, for LOT 1 (Truck-Mounted Mobile Laboratory, Single Cabin, 4x4, Max EURO 3) can we offer more than 1 MAX EUR 3 trucks with perhaps different pricing each? This will also support faster delivery times as in case on truck model is not available then we have another option to provide.Answer: As indicated in the tender particulars, alternative bids are accepted. Bidders are permitted to submit a maximum of one (1) alternative offer in addition to their main offer for each Lot. Therefore, as an example for LOT 1, you may submit your main offer along with one alternative truck brand/model, provided both meet the required specifications (e.g., Single Cabin, 4x4, Max EURO 3). Each offer—main and alternative, should be submitted with separate pricing, technical specification sheet and complete documentation, and both will be evaluated simultaneously.

Could you kindly clarify whether these are all the medical devices required at this stage? Based on the previous tender (No. 52223), there was a more comprehensive list of medical equipment. Therefore, your confirmation or additional details would be greatly appreciated to ensure we meet all requirements accurately.Answer: The current list of medical equipment in the tender reflects the updated requirements. Compared to the previous tender (No. 52223), the list has been reduced due to changes in requirements. All necessary items for this stage are included, and bidders should refer to the current tender documents when preparing their offers.

How would you like us to indicate in the submission in which regions/ countries we have local partners?Answer: Please note that the prices requested under this tender are on an FCA (Free Carrier) basis. As such, the exact final destination countries are not required at this stage. However, bidders must be able to provide after-sales service in at least the minimum list of countries specified in the technical specification sheet.

However, due to the recent fluctuations and volatility in the USD exchange rate, we would like to kindly inquire whether it would be acceptable to submit our quotation in euros (EUR) instead.Answer: As stated in the tender, bidders are required to quote in the currency specified in the Tender Particulars section. If a bidder submits a bid in a different currency, UNOPS will proceed in accordance with Clause 16 of Section I – Instruction to Bidders.

New clarification added: Question: Regarding the requirement: "Two support stands/legs each side of truck mounted to the chassis, hydraulically or electrically driven, to allow the unit to level horizontally when used for laboratory work" We would like to recommend the use of mechanical (manual) support legs instead of hydraulically or electrically operated ones. Hydraulic systems require a dedicated hydraulic setup, which increases the overall cost and complexity of the vehicle. Electrically operated legs, on the other hand, require an active power source at the time of deployment. However, stabilizing the unit is the very first step upon arrival at the site, before any other systems (such as the generator or a connection to the local power grid, if available) are operational. Therefore, manual support legs are the most practical solution, as they can be deployed immediately, require no external power source, and involve lower maintenance. We believe this option offers greater reliability and ease of use in the field.Answer: For all categories, UNOPS wish to maintain the stated specifications. It is the responsibility of the bidder/manufacturer to provide quality solutions.It should be kept in mind that UNOPS may conduct detailed pre-shipment inspections at works prior to acceptance and the entire unit, construction and all components are under the manufacturer's warranty.
