RfP for the development of circular economy guideline framework following CE NAP

UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization to develop circular economy guideline framework following the Circular Economy National Action Plan (CE NAP) 2025 and implement capacity building program for enterprises.

Viet Nam has integrated the concept of the circular economy (CE) into its legal framework, first with the Law on Environmental Protection 2020 and subsequently with Decree 08/2022, which provides guidance on the laws implementation, outlining criteria, roadmaps, and mechanisms to encourage the circular economy. Further emphasizing this commitment, Prime Minister issued Decision No. 687/QĐ-TTg on June 7, 2022, approving the Project on Developing the Circular Economy in Vietnam. This decision affirms that proactively developing a circular economy is essential and aligns with the global trend and the need to create breakthroughs in economic recovery and achieve the Sustainable Development Goals.

Complementing these activities, the UNDP and ISPONRE have collaborated to design and moderate the Viet Nam Circular Economy Hub (CE Hub), which is an initiative to integrate technical and financial resources to accelerate CE in Viet Nam. From 2022 to 2025, the CE Hub successfully organized a series of events (webinars, workshops, training sessions, policy dialogues, and forums) covering key topics related to accelerating the circular economy, waste management, and resource efficiency. These activities have attracted a great number of participants from different sectors, demonstrating the growing interest and engagement in the circular economy within Viet Nam. Alongside, the CE Hub also curate and update showcases, studies, research, policy library, financial opportunities on its website (4,500 page views per month on average) and share to the community through quarterly newsletter as a learning hub on circular economy.

UNDP seeks a national firm to implement prioritized solutions as mentioned in the CE NAP during 2025-2026. The specific objectives are to:

* Provide a consolidated CE framework guideline adapting international experience to local Vietnamese context, comprising of sector-tailored circular solutions, tools and indicators framework to measure circular performance and identify practical actions to optimize resource use, reduce waste and improve circular potentials.

* Design and implement communication programs and training programs to disseminate knowledge and enhance capacity for businesses in prioritized sectors and local authorities.

* Develop a proposal for establishing a National Circular Economy Hub (Viet Nam Circular Economy Hub), organize consultations to finalize the proposal, support to submit for MAE’s approval.
