New clarification added: Question: The ToR lists several valuable thematic areas for training (UNOPS Culture behaviours, Soft skills, UN Knowledge & Skills, Technical Skills, Trends in Skills Demand). While we offer comprehensive coverage, could UNOPS provide any indication of current priority areas or specific competencies within these categories that are of immediate focus for personnel development in the upcoming 12-24 months?Answer: All thematic areas listed are considered relevant and important. This BPA is designed to respond to ad-hoc training needs that may arise at different times across the organization. For this reason, it is not possible to provide a specific prioritization at this stage, as learning demands may vary over time and across different contexts and offices.------------------------Question: For the 'UN Knowledge & Skills' category (e.g., Sustainable development, DEI/Gender, Climate, Human Rights, SDGs, Ethics), is UNOPS primarily seeking introductory/awareness-level off-the-shelf courses for a broad audience, or are there specific sub-topics or intermediate levels that are also anticipated under this BPA?Answer: We expect that training in the ‘UN Knowledge & Skills’ category may include both introductory/awareness-level courses for a broad audience, as well as more in-depth or specialized content depending on the topic. The level and focus of the training may also vary depending on the target audience, which could range from all personnel to leadership roles, decision-makers or technical specialists in these areas.------------------------Question 3 : Regarding the 'Technical Skills' Prince2 and MSP, does UNOPS have a preference or requirement for these courses to be delivered by an Accredited Training Organization (ATO) leading to official certification, or is training focused on the methodologies and principles sufficient for the purposes of this BPA?Answer: Training focused on the methodologies and principles is sufficient for the purposes of this BPA. There is no requirement for these courses to be delivered by an ATO. ------------------------Question 4 : While the training is for UNOPS personnel globally, are there any specific regions, departments, or staff levels that are anticipated to be primary users of the virtual off-the-shelf training under this BPA in its initial phase?Answer: The BPA is global and is intended to cater for ad-hoc training needs that may arise at different times across the organization. For this reason, it is not possible to predict at this stage which locations, regions, or personnel groups will generate the first or main demand. Requests may come from any office or personnel level across UNOPS.------------------------Question 5 : The price schedule requests costs for 60, 90, 120, and 180-minute sessions. Does UNOPS have an internal preference or data on the most effective/preferred virtual session durations for its personnel for these types of off-the-shelf courses?Answer: While session length depends on the topic, in general, UNOPS personnel tend to prefer shorter virtual sessions (60 to 90 minutes) for greater engagement and effectiveness.The stated durations in the price schedule are intended primarily to provide a consistent pricing framework for evaluation purposes, and do not necessarily reflect or prescribe the actual session lengths that may be agreed upon during implementation. For example, if there is a need for a 20 min session, then the price per participant and per hour will be used to determine the cost of that session. ------------------------Question 6 : Regarding the potential for F2F training, could UNOPS provide any context on the likely scenarios or locations where F2F might be requested (e.g., for specific leadership programs, regional team meetings, HQ-based initiatives)?Answer: F2F training would only be considered in exceptional cases driven by specific learning needs. At this stage, it is not possible to anticipate or define in advance the exact scenarios or locations where this may occur. In line with UNOPS’ commitment to environmental sustainability and reducing carbon emissions, virtual delivery remains the primary and preferred modality. ------------------------Question 7 : The ToR mentions briefing facilitators on the UNOPS context. Will UNOPS provide standardized briefing materials (e.g., on mission, values, terminology), or will the selected vendor(s) be expected to develop these based on publicly available information and discussions with the UNOPS focal point?Answer: UNOPS will provide standard briefing materials and complement this with discussions with focal points as needed.------------------------Question 8 : Regarding adapting training content for diverse regions/groups, can UNOPS clarify the typical extent of adaptation expected for 'off-the-shelf' courses? For example, is it primarily focused on incorporating region-specific case studies or examples, language nuances, or are more significant structural adaptations anticipated?Answer: Adaptations would primarily focus on incorporating region-specific examples, case studies, visual design and language adjustments. In addition, vendors may be asked to make minor adjustments to better suit diverse audiences, roles, or varying levels of prior knowledge and experience. Major structural redesign of courses would not be expected under this BPA.------------------------Question 9 : We employ a comprehensive Capacity Development Evaluation Framework (CDEF). Are there any specific key performance indicators or evaluation metrics (beyond participant satisfaction and attendance) that UNOPS is particularly interested in tracking for these off-the-shelf training programs to demonstrate value and impact?Answer: Beyond participant satisfaction and attendance, in the long term, UNOPS would be interested in tracking additional measures where feasible, including knowledge retention, transfer of learning to the workplace, behavioral change, and follow-up assessments to evaluate longer-term impact. Vendors are encouraged to share details of their capabilities on this topic.------------------------Question 10 : Does UNOPS have a preferred template, format, or system for the submission of quarterly reports by BPA holders?Answer: No strict template exists; vendors are encouraged to propose a draft reporting format, which will be finalized jointly during onboarding.------------------------Question 11 : We note KPI 1 specifies delivery 'within maximum 10 working days after receipt of the PO,' while ToR Section 6 states 'within three weeks from the date of the request.' Could UNOPS clarify if 'request' and 'PO' are considered distinct, or confirm which timeline takes precedence for typical engagements under the BPA?Answer: Request and PO are used interchangeably. Please note that delivery is expected to take place no later than 3 calendar weeks after the issuance of the PO. We will issue an amendment to reflect this in the tender documentation (KPI 1).

New clarification added: QUESTION: Please are we the ones to develop the course catalogue (topics) and develop the contents? ANSWER: As indicated in the RFQ title, we are seeking a provider of off-the-shelf training. This implies that the course content is already developed by the provider, and UNOPS will contract the provider to grant its employees access to the provider's existing catalog of training.

New clarification added: QUESTION: From the training content you indicated in the tender, do you expect us to provide trainers' CVS for each provided content? Categorised into sections? ANSWER: As stated in Section III: Returnable Bidding Forms, bidders are requested to submit CVs for five proposed facilitators under the main tender; however, providing the respective CV of the proposed facilitator for each content offered is encouraged.
