The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite prospective bidders to submit a quotation for the Purchase of AutoCAD Civil 3D version 2025 Software License for UNOPS Afghanistan following the UNOPS General Conditions of Contract and the Schedule of Requirements as set out in this Request for Quotation (RFQ).
If you are interested in submitting a quotation in response to this RFQ, please prepare your quotation in accordance with the requirements and process as set out in this RFQ and submit it to UNOPS by the deadline for quotation submission set out in Section I: RFQ Particulars
IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. In order to access the full UNOPS tender details, request clarifications on the tender, and submit a vendor response to a tender using the system, vendors need to be registered as a UNOPS vendor at the UNGM portal and be logged into UNGM. New amendment added #2: Amendment 02 to RFQThis Amendment 02 is issued to clarify specifications and address recent inquiries related to the Request for Quotation (RFQ). The purpose of this amendment is to ensure that all bidders are fully informed about the updated specifications and clarifications. Additionally, to facilitate the preparation of more competitive offers, the submission deadline has been extended from March 10, 2025, to March 12, 2025.

New clarification added: Dear Bidders,Please see the answers below in bold regarding the clarifications requested.Question # 2. Software License SpecificationsThe RFQ specifies 6 licenses for AutoCAD Civil 3D version 2025. Should these licenses be provided as standalone subscriptions per user, or is a network-based licensing model acceptable? Answer (The license should be standalone)Will UNOPS require multi-user access, or are licenses intended for individual devices? Answer: UNOPS uses single base license for the user. It means that we receive licenses in the AFCO Autodesk portal, and from the portal we assigned to the user, the license can be revoked and reassigned to any other user based on the project requirements)Are subscription-based licenses (annual renewal) acceptable, or should we propose perpetual licenses? Answer: The Perpetual licenses are recommended as most projects need a specific duration.Question # 3. System Requirements & Platform SupportThe RFQ mentions compatibility with Windows and Mac OS. Since AutoCAD Civil 3D is optimized for Windows, will UNOPS require alternative software for Mac users? Answer: In AFCO we only recommend Autodesk products for Windows OS. This part (compatibility with Windows and Mac OS.) is not correct; MAC OS should be ignored.Will UNOPS require cloud-based collaboration features (e.g., Autodesk Construction Cloud, BIM 360) along with the licenses? Answer: (No)Are there any specific configurations or add-ons that must be included (e.g., Geotechnical Module, InfraWorks integration)? Answer: These can be dependent on the user requirements and requests.Question # 4. Delivery & Activation TimelineUpon contract award, what is the expected timeline for license delivery and activation? Answer: It depends on the supplier; in normal situations, we receive it within 5 official days)Should the licenses be activated under a UNOPS-administered Autodesk account, or is an organization-wide Autodesk Enterprise Agreement already in place? Answer: As mentioned above, the licenses are issued to the AFCO Autodesk admin portal.Question # 5. Eligibility & Vendor RegistrationThe RFQ requires vendors to be registered with UNOPS eSourcing via UNGM. Can we confirm if our Level 1 registration is sufficient for this procurement? Answer: The vendor registration in UNGM is a must; if not registered yet, a guideline is attached on how to register.Are authorized Autodesk resellers required to submit additional verification documents (e.g., Autodesk Partner Certificate)? Answer: This is optional. Question # 6. Contractual & Compliance RequirementsShould pricing include technical support and software maintenance for the duration of the subscription? New clarification added: Question # 1:Dear Sir/Madam,In Regard to your RQF for Civil 3D 2025. We’d like to address a few points to ensure you have the most accurate information for your decision-making. The toolsets you mentioned (Mechanical, Architecture, MEP, and Plant 3D) are not included in Civil 3D. These are available with the full version of AutoCAD. Additionally, Civil 3D is not supported on macOS; it is designed specifically for Windows (compatible with Windows 10 Pro and 11). However, it does facilitate file exchange with various applications such as GIS and Google Earth, as you noted. We can also offer ArcGIS software in the bundle at a discounted rate. Please note if you’re considering purchasing both AutoCAD, Civil 3D & ArcGIS, we can propose so for your review. We’d like to recommend exploring the AEC Collection instead. The AEC Collection includes AutoCAD (with its industry toolsets), Civil 3D, and over 15 additional Autodesk software solutions.
