New amendment added #1: Dear Bidders,UNOPS has made the following amendments to the Invitation to Bid (ITB-2024-55079). All changes are highlighted in Yellow color for your easy reference.1. Section II - Schedule of Requirements:Changes have been made to Section C: Delivery requirements and Comparative Data Table. Please refer to all the updated text highlighted in yellow.2. Section III - Returnable Bidding Forms:Amendments have been made to Form C and Form D: Delivery requirements–Comparative Data Table regarding the delivery, Incoterm, documentation requirements and tax. All changes are reflected in yellow highlights for clarity.3. Technical Sheet:Revisions have been made to Items 1 and 2 of Lot 1. Please refer to the text in red for Item no. 1 and the text highlighted in yellow for Item no. 2 in Lot 1 for the changes.4. Price Schedules (Form C):Additions and changes to the Price Schedules for Lot 1, Lot 2, and Lot 3 have been made. New entries are highlighted in yellow to avoid any confusion. Kindly refer to all additions/ changes in yellow.5. Under Particulars Tab:Duties and taxes: All quotations shall be submitted net of any direct taxes (customs duties and indirect taxes, such as sales taxes, VAT, taxes on commodities such as fuel). N.B: The consignee will manage the tax exemption process and furnish the supplier with the required exemption letter for the clearance of the equipment. If the consignees of the goods are unable to obtain tax exemptions, UNOPS may require the awarded supplier to cover the applicable taxes, including, but not limited to, import duties, excise duties, VAT, and other import-related fees and levies. At the award stage, UNOPS may allocate a contingency amount to cover these costs, as well as other unforeseen charges, including demurrage costs, to cater for any additional expenses arising from the payment of taxes. Performance Guarantee DetailsThe Performance Guarantee shall be submitted through SWIFT. 6. Under Criteria TabRevised Qualification criteria 3.1 to add ‘’ Bidders are required to submit Certificates of Incorporation or Business Registration, complete Form F: Performance Statement Form and submit proof of this in the form of POs/contracts’’Qualification criteria 3.1 now reads ‘’Bidders should be in continuous business of manufacturing / supplying the specific products as specified in Section II: Schedule of requirements during the last 5 (five) years Between 2019-2024 and similar products during the last 5 (five) years prior to bid opening. Bidders are required to submit Certificates of Incorporation or Business Registration, complete Form F: Performance Statement Form and submit proof of this in the form of POs/contracts. Revised Qualification criteria 3.3 to add ‘’For lot 1 & 2, similar items are such as Detectors and identifiers for detecting and identifying Chemical Warfare Agents and Toxic Industrial Chemicals TICs, Decontamination systems for individual and mass decontamination, and personal protective equipment of different types, such as Levels A, B and C protection…etc. And for lot 3, similar items are like lab instruments and injectors.etc’’Qualification criteria 3.3 now reads. ’Bidders must demonstrate experience in supplying similar business-related items in the last 5 years between 2019-2024 (i.e. Counting backwards from the deadline of this tender, in calendar years from the tender closing date). For lot 1 & 2, similar items are such as Detectors and identifiers for detecting and identifying Chemical Warfare Agents and Toxic Industrial Chemicals TICs, Decontamination systems for individual and mass decontamination,and personal protective equipment of different types, such as Levels A, B and C protection…etc. And for lot 3, similar items are such as lab instruments and injectors.etc. Bidders should attach two (2) Purchase Orders or contracts, each with a value of not less than USD 100,000. A combination of two Purchase Orders or contracts meeting this total value is acceptable’.Revised technical criteria 4.2 to add ‘’ The proposed delivery timeline should be realistic and achievable, taking into account the complexity of the procurement and the specific requirements of the project. Bidders should clearly outline their delivery plan, including any potential challenges and mitigation strategies. UNOPS will evaluate the proposed delivery timelines based on their feasibility and alignment with the project timeline. While the delivery time itself is not a pass/fail criteria, it will be considered as a factor in the overall evaluation process’’ Technical Criteria 4.2 now reads ‘‘The bid’s Delivery Requirements (including Incoterms rule(s) requested) are substantially compliant and do not contain any material deviation(s) from the minimum required as included in Section II: Schedule of Requirements. Bidders shall propose their own firm delivery timeline for the goods. The proposed delivery timeline should be realistic and achievable, taking into account the complexity of the procurement and the specific requirements of the project. Bidders should clearly outline their delivery plan, including any potential challenges and mitigation strategies. UNOPS will evaluate the proposed delivery timelines based on their feasibility and alignment with the project timeline. While the delivery time itself is not a pass/fail criteria, it will be considered as a factor in the overall evaluation process’’.7.
