UNOPS is pleased to invite prospective bidders to submit a bid for the supply of non-medical equipment and other materials for Primary Health Centers in Madagascar as further described in Section II_Schedule of Requirements.

New clarification added: Question: For the lights, is the requirement of 1,000 lumens required to run for 10 hours ? Or can a boost mode be at 1,000 lumens (eg. 30 minutes), and then another mode at 150 lumens operate for 10 hours? Answer: The requirement: "Lithium Battery with at least 10 hours of lighting when fully charged." is amended in "Lithium Battery shall warranty at least 1 hours of lighting al 1.000 lumen and after recharded at least 10 hours of lighting al 100 lumen."Question: The maintainence kit - if the solar lights require fewer and/or different items for maintenance, should those be included/excluded? Answer: No maintenance kit is required for the dolar light but the inclusion of all the "Tools required for assembly".

New clarification added: Question: Could you confirm the warranty period required for the lights ?Answer: As specified in the document "8 certification_technical_doc_related_services_ type_I.pdf" the warranty period required for the lights is 12 months.Question: For the solar panel specifications, could you please clarify what is meant by "fixing system"? Could you provide further details on the type of installation or mounting that is expectedAnswer: Fixing system is whichever system to be used to hold the panel to the outdoor wall or to the external ground.Question: Regarding the ON/OFF switch, does the requirement indicate a manual switch with buttons, or is it intended to be operated via remote control?Answer: Both proposed solutions are acceptable.

New clarification added: Question:As we have to deliver the equipments in CIF or CIP;Our responsibility for the call for tender ends upon receipt of the equipment in CIF or CIP.UNOPS will carry out all the remaining procedures such as customs clearance, ...Answer: In cases where the process is awarded under CIF or CIP terms, the supplier and UNOPS will be responsible in accordance with the respective awarded INCOTERM.Question:In which name should we present the documents (Export declarations, B/L, Packing list, ...)?Answer: This information, including the Packing List and Bill of Lading (B/L), will be shared with the awarded supplier.

New clarification added: Question: Does the product require a solar lamp or a solar home system? We noticed the product name mentions "solar lights," but the lights need a minimum output of 1000 lumens. A solar home system with three bulbs could meet this requirement.Answer: More than one ligh is an aceptable solution whenever is simple to connect and use.Question: Could you provide a more detailed description of the feature " LED technology" ?Answer: For a simple description of LED technology you can refers to this page. (https://en.wikipedia.org/wiki/Light-emitting_diode)Question: Do the solar lights need to have a pay-as-you-go function?Answer: Pay-as-you-go function is not requested.Question: For the detachable handheld light for cordless use, does this mean the light can be carried outside?Answer: Yes it can.Question: Is VeraSol certification required for this product?Answer: VeraSol certification is not required.Question: The outdoor protection rating is IP65—does this apply to the solar panel? Only the solar panel will be exposed outdoors.Answer: The IP65 applies to the whole set.

New clarification added: Question: Do you need to put all the tools in the Rolling tool box when packing and shipping? or pack and ship each kind of tool seperately. Answer: 2. for the tool kitIt is not needed to put the toolss inside the box but it is requested that one set of tools and box is packed individually as it will be sent individually to the beneficiary. Please see Amendment 1Question: For the rolling tool box, is eva sponge inside needed to best fit each tool? which means we have to make the mouldAnswer: No, it is not requested.Question: For the multimeter, is rechargable battery mandatory? Answer: No, please see Amendment 1Question: For the tools except for the mutimeter and power drill, there is no step-by-step instructions for assembly, use and cleaning in pictograms. is it acceptable?Answer:Yes it is acceptableQuestion: The request all materials resistant to corrosion, is normal tools in the current market acceptable? for normal use.Answer:Supplier shall specify which material and/or anti-corrosion treatment has been used on the tools to prevent corrosion.

New clarification added: Question: Can we bid on signal lot? not both lot 1 and lot 2Answer: As indicated in the section "Partial Bids" under the tab "Particulars" in E-sourcing Platform:"Bidders shall be allowed to quote prices for one or more lots identified in this tender. However, bidders must offer 100% of the items specified for each lot and to 100% of the quantities specified for each item of a lot. Evaluation will be done per lot."The bidders are free top presenting offers by one lot or the two lots.Question: Could you please confirm if Bid Security is not required?Answer: As indicated in the "Bid Security" section under the Tab "Particulars" of the E-Sourcing platform, Bid Security is not required with the offer.

New clarification added: Question: Regarding this project, we understand that it is divided into Lot 1 and Lot 2.Could you kindly confirm if it would be possible to submit a partial bid for only Lot 1?Answer: As indicated in the section "Partial Bids" under the tab "Particulars" in eSourcing platform, bidders must offer 100% of the items specified for each lot and to 100% of the quantities specified for each item of a lot.Bidders are free to submit offers for only one lot, but must offer 100% of the quantities specified for the lot offered.
