How much content is currently in the Knowledge Hub? - All content on the website is in the hub.3. Please mention any specific backup and disaster recovery requirements. - None for this tender. New clarification added: Much of ICAT’s content is currently in pdf format, and this will continue as countries submit reports. As this creates problems with SEO (...)" Could you get more specific on what type of problems it creates? - ICAT pdfs are often very long and complex, and developed by over 50 different people. This means that many are not mobile friendly, get set aside by google due to its crawl settings, and the images in the pdfs are not included in image search results. Additionally, we cannot track engagement - where are users spending the most time, are pdfs being downloaded, etc.

New clarification added: In Form C Section V Returnable Bidding Forms its indicated that: "Form C: Proposal Submission Form: Offerors are requested to complete this form, sign it and return it as part of their Proposal submission. The Offeror shall fill in this form in accordance with the instructions indicated. No alterations to its format shall be permitted and no substitutions shall be accepted." Would you like the new website to be fully translatable? Or can it be assumed that for different languages there is different content? - We would be happy for the website to be fully translatable if this is an option. Note ICAT will provide all content, and (where relevant) translations. Much of the text will be rewritten to simplify it, and make it SEO friendly.". Is it expected to rewrite and/or translate the content by the provider? - The selected service provider is not expected to rewrite/translate content.Regarding the existing website structure, will you provide the current user journeys and site map, or should be do it by the provider? - We will provide the site map for the current website. Can you please provide more clarification on code editing and automatic link validation? - Code editing refers to the ability to manually enter HTML content and/or manually edit HTML generated via graphical interfaces such as rich text editors. Automatic link validation refers to ensuring that hyperlinks entered as content via the CMS represent valid URLs (i.e. are of a valid URL format, not necessarily checking that the given URL actually resolves to an active website)2 The Page#2 of TOR mentions 'Much of ICAT’s content is currently in pdf format, and this will continue as countries submit reports. As this creates problems with SEO, we require the service provider to recommend and install a simple tool to enable ICAT to change pdfs to web pages. For technical response question 1.2: Please clarify if "no less than five (5) years" would mean the concerned stated project should be a recent involvement with the client and should not be an engagement which is more than 5 years old. - The reference letters from clients should prove that the bidder has a total of minimum five years of experience. Individual reference letters submitted can be for projects with a duration of less than five years, as long as the proposal clearly documents that the minimum requirement in terms of experience is met. Ideally, those would be from recent projects, but there is no requirement as to when the referenced projects were undertaken.2. Would you like to have the testing support of the application as well? Does this mean that two separate projects with the duration of 2,5 years are acceptable as references to fulfill the minimum demand? - Yes - the reference letters from clients should prove that the bidder has a total of minimum five years of experience. Individual reference letters submitted can be for projects with a duration of less than five years, as long as the proposal clearly documents that the minimum requirement in terms of experience is met.

The current procurement process does not include any ongoing consulting services. If this is required, we would enter into a new procurement process.9. Is there a need for custom filtering or advanced search capabilities? - The current search functionality is very basic and does not meet our needs. We have two search functions - one on the knowledge hub and the other a basic search function. Neither work properly, with searches often pulling up irrelevant material. We need a system of flexible tagging, boolean search, and intelligent curation of results.10. Since no current workflow mechanism exists, is there interest in developing a simple approval or publishing workflow for content creators and editors? - No.11. Are there specific security protocols or compliance standards ICAT requires beyond standard HTTPS, considering the sensitivity of climate action data? - No.12. Are there preferred formats for training materials (e.g., written guides, interactive workshops), and should these be tailored to different user roles? - Currently capacity building modules are presented in pdf and video format. If yes, please mention which tool is used. - Currently we do not use any tool, but we could be open to one.4- We didn't find any architecture or landscape diagram in RFP document to understand different systems integrated with your website. What is the primary reason for migration? - Our needs have evolved, we have more content in volume of various types and increased complexity. We need more flexibility, customization options and improved user experience.Do we need to migrate the entire content to the new CMS, or is there going to be a new content CMS structure added as part of the content migration? - In principle, all existing content should be moved to the new website. As the supplier is expected to provide a revised ICAT website structure, if any of the old content is found to be unnecessary, it will not be migrated. But this would be exceptional. Is there a need for any form of maintenance for the website or is it just a handover of content migration to the new CMS? - Maintencance is not part of this contract. As part of our proposal, do we need to recommend the CMS that the website needs to follow? Is UNOPS still open to considering the same WordPress CMS as part of the website or the decision is set to move to a new CMS? - Yes, please recommend a suitable CMS. Could you please confirm if these reference letters should be (a) formal documents signed by our clients confirming the provision of services, or if they can alternatively be understood as (b) detailed project descriptions accompanied by the contact details of our clients? - Both a) and b) are possible. Ideally, the reference letters should be letters signed by the clients. Should this not be possible, a description of the project and the client's contact details are acceptable.Additionally, regarding the requirement that the reference letters must demonstrate that "have supported and delivered web development and related services for no less than five (5) years," our interpretation is that the phrase "no less than 5 years" refers to projects that were completed or are ongoing within the last 5 years, rather than requiring each project to have a minimum duration of 5 years. New clarification added: Dear Janno,Thank you for your question, please find below the response in bold.In technical proposal form section 1.2 the asked reference letters should be for services delivered "...for no less than five (5) years." - does this mean that only clients that have bought services for minimum 5 years from us are valid to be used as a reference? - No, the reference letters from clients should prove that the bidder has a total of minimum five years of experience. We understand that ICAT would prefer the new CMS be open-source. If the offer proposes a CMS that is not open-source/free, will there be a point deduction or a disqualification? - No disqualification, but please specify the cost and justification for the proposed CMS.2. Is the solution for converting PDFs to HTML pages expected to be free and opensource as well? - Not necessarily, but please specify the cost.3. Is the conversion of PDFs to HTML pages expected to be a one time occurence, to convert the backlog of content, or is it expected to be something that the new platform is going to have to support continuously? - The solution offered to solve the websites issues with pdfs, as per the tender's requirements, is expected to be a continuous, standard feature of the new website. 3. Aproximately how many PDFs are expected to need conversion? - 700 approximately.4. Is it correct to asume that the basemaps with the UN ICAT recognised borders will be provided by the Beneficiary? - We can provide examples of maps with the UN recognized borders and the relevant information. 5. Is the new platform expected to include an email newsletter functionality that would replace MailChimp? Or is the new platform expected to only provide the singup functionality to visitors and then integrate with MailChimp? - We are flexible to the proposed approach/platform, as long as it meets the tender's requirements.6. Does ICAT staff use an AD system (ex: Microsoft Azure AD) with which the new platform will need to integrate in order for ICAT employees to login to the backend and manage the site? - No.7. Could you please provide more information about the technology used in creating the "Toolbox" - https://climateactiontransparency.org/our-work/icat-toolbox/? - The ICAT toolbox is a collection of tools, guidance documents and publications for supporting climate transparency. Some of the resources in the toolbox are publications (text, in pdf format), some are excel-based tools, and some are sofware (not hosted in the ICAT website). 3. In regards to the multilingual feature, is it OK if we implement translatable interface instead of sub-sites for each of the additional languages? - What we require is a solution that allows for selected pages and website content to be available to the user in French and Spanish. This content must be managed by us (no automated translations). We are flexible to different solutions to arrive to this outcome.4. Do we need to consider migration of all the contents, of different types available on the website? - In principle, yes. However, any of our current content that is incompatible or unnecessary for the new website, based on the new design and UX, will of course not have to be migrated.
