Development of the Regional innovative and alternative finance portfolio of STF

To support STF’s innovative finance work, the project seeks a contractor with deep expertise in innovative finance to develop a comprehensive strategic framework for its finance initiatives. This contractor will be expected to carefully analyze the unique challenges faced by cities in the region, leveraging systems approaches to identify key investment opportunities, potential partnerships, and critical learning objectives. The resulting strategy should provide clear direction on where STF should focus its resources, what specific innovative finance mechanisms are most promising for the regions context, and how these can be effectively implemented and scaled. Ultimately, this work will serve as a roadmap for STFs innovative finance efforts, ensuring that investments are strategically aligned with local needs, have the potential for significant impact, and contribute to building a robust ecosystem for urban development financing in the region.
