Capacity building of Local Government Units on Nutrition Leadership and Governance, in the 235 PMNP Municipalities in Luzon, Visayas, and Mindanao and 40 Municipalities in the BARMM
UNICEF has now issued a Request for Proposals in order to select a supplier for the Capacity building of Local Government Units on Nutrition Leadership and Governance, in the 235 PMNP Municipalities in Luzon, Visayas, and Mindanao and 40 Municipalities in the BARMM.
Purpose:
The purpose of this assignment is to enhance the capacity of Local Chief Executives (LCEs) and Local Nutrition Committees (LNCs) in evidence-based planning and decision-making to improve the allocation and use of funds for multisectoral nutrition interventions and Social and Behaviour Change (SBC) initiatives. These improvements will enhance service delivery. By the end of this assignment, it is expected that there will be a tangible improvement in the knowledge, skills, and attitudes of LCEs and members of the LNCs, as defined by the established competency framework. Additionally, there will be increased investment in multisectoral nutrition efforts at the local level.
Objectives:
Specifically, the assignment aims to:
- Develop and implement an integrated nutrition leadership and governance training curriculum by adopting existing Learning and Development Intervention (LDIs) materials and mentoring and coaching tools for LCEs and members of LNCs.
- Conduct competency-based trainings and learning interventions on nutrition leadership and governance.
- Analysis and use the existing LGU data for advocacy and planning for multisectoral nutrition interventions at the local level.
- Support the 235 PMNP municipalities in formulating costed 2026–2028 Local Nutrition Action Plans (LNAPs) that include SBC interventions.
- Conduct post-training mentoring and coaching of LCEs and members of LNCs and monitor the implementation, budget allocation and utilisation of the 2026 -2028 municipal and barangay LNAPs that include SBC.
