Description
The Climate Vulnerable Forum (CVF) & the Vulnerable Twenty Group of Ministers of Finance (V20) countries and populations. Currently, CVF-V20 has 68 members in Africa & Middle East, Asia and Pacific, Latin America and the Caribbean is seeking a consultancy to conduct a mid-term evaluation of its work and impacts achieved. Further background on CVF & V20 Joint Multi Donor Fund (JMDF) and its work can be found in the documents provided with this RFP.

Project monitoring and evaluation
New clarification added: Question: Our company has done monitoring and evaluation projects on a similar scope and programs and have experience setting up funding mechanisms to help conduct reviews similar to the one detailed in this RFP. However, we have 2 concerns:1. The criteria for the technical leads are rather specific and we may not have the profiles that match the exact requirements (although are qualified to do the work)2. The timeline to conduct the interviews seems short in our experience.UNOPS Response:1. The assignment relies significantly on the performance of key personnel, and the qualifications listed for the Team Lead and Technical Specialist outline the general profile required to deliver the work effectively. Therefore, maintaining these criteria is essential.2. As the Final MTR Report will be presented to the CVF-V20 JMDF Fund Board in the last week of October, we cannot offer flexibility in the timeline for the entire work. This includes the time allocated for the desk review and interviews with key stakeholders, which are to be initiated following the Inception Report (due 22 August) and the results of which will be incorporated into the Draft MTR Report (due 1 October).
