Task 1 – National Assessment and InventoriesUnder the national sectoral assessments, the consultancy firm shall:● review and summarize the production, use, import and export, disposal of the POPs listed in annexes A and B of the Stockholm Convention.● gather information on stockpiles and waste containing, or thought to contain, POPs.● compile information on obsolete POPs containing materials (types, quantities, locations…).● compile updated knowledge on (i) the current need and use of all Industrial and Unintentionally released Chemicals and POPs in the country, (ii) stockpiles, (iii) waste disposal for these chemicals containing materials, and (iv) identification of contaminated sites.● carry out initial and regularly updated evaluations of current and projected releases of the UPOPs.● identify whether the current national situation meets the requirements of the Stockholm Convention and detail areas where it does not. Question: This task includes direct engagement with stakeholders such as farmers, private companies dealing with pesticides.. Please clarify the areas to be selected for the survey and data collection from these stakeholders? New clarification added: Bidder Question:With reference to Lot 1, we kindly request the following clarification:Task 2 – Assessment of UPOPs in sediments at river outlets:Please confirm the consultant will test the elements listed in Annex C of stockholm convention.Please specify the number of samples to be collected from each river.UNOPS Answer:Yes, the elements to be tested are according to Annex C of the Stockholm Convention. 5 to 6 rivers will assigned for testing, however, the number of test at each site shall be defined by the offerer in the methedology as it has to be comprehensive and indicative of accurate results.Regards

New clarification added: Bidder Question: With reference to the RFP above, we would like to raise the following: In section 3.1, Task 1 is titled as “Task 1 – Dumps Masterplan Update”. However, based on the description, it effectively includes 2 sub-tasks:- First part/sub-task: major sub-task of data collection and site visits to the dumpsites, which comes before “Task 2 - Assessment of vulnerable population from waste open burning (8 months)”- Second part sub-task: includes the updating of the master plan which should come after “Task 2 - Assessment of vulnerable population from waste open burning (8month)” Whereas, according to Section 4 “TIMELINES, DELIVERABLES AND REPORTING REQUIREMENTS”:- Milestone activity 1 “Submission of the Assessment of vulnerable population from waste open burning Report: 8 months- Milestone activity 2 “Submission of the Masterplan for the Closure and Rehabilitation of Uncontrolled Dumps: 10 months Hence, some incompatibility is identified between the tasks and milestones as described above, which needs to be clarified. In addition:- Section 4 “TIMELINES, DELIVERABLES AND REPORTING REQUIREMENTS” does not include any payment for data collection and site visits.- The personnel included in the list and qualifications of personnel as well as in the financial tables “Form C: Financial Proposal Form” does not include sites coordinators required for the site visits.In this respect, based on the TOR, it is understood that the Consultant is expected to carry out site visits to the various dumpsites (617 in 2016), with preparation of updated corresponding reports, and not just rely on Master Plan 2017 with some visit sampling or visits to main dumpsites.This perfectly justifies the significant period of 8 month foreseen for the Milestone “Assessment of vulnerable population from waste open burning (8 months)” i.e. 8 out of 12 months (2/3 of the total contract period. Hence please confirm our understanding above.If this is the case, several sites coordinators area required full time for the whole 8 months period to complete this task.Hence, the data collection and site visits constitute a major part of the project amount.However, no specific deliverable and payment is foreseen for the interim phase of the data collection and site visits.This will cause considerable pressure on the consultant cashflow. In light of the above, and in spite of your clarification that the schedule of payment shall not be revised, we would like to kindly suggest the following to your kind review and approval in light of the justification above:- “Milestone activity 0 - Submission of the 50% report regarding data collection and site visits” could be added after 4 months, with 20% payment. The percentage amount of 20% could be reduced from the last Milestone activity 3 “Submission of National Plan for Open Dumping Phase-out”. In addition, we highly appreciate if the percentage amount of “Milestone activity 3 Submission of the Masterplan for the Closure and Rehabilitation of Uncontrolled Dumps” and “Milestone activity 3 “Submission of National Plan for Open Dumping Phase-out” could be further reduced to be compatible with the expected effort for each milestone.UNOPS Response:Please refer to previose resposne and to bidder's query and the new amendments which was highlighted in yellow in following documents to update the deliverable and payment terms:1. New clarification added: Question:We have the following questions regarding Lot 2 " TO UPDATE (NMP) FOR THE CLOSURE AND REHABILITATION OF UNCONTROLED DUMPSITE IN LEBANON": Can you please specify how many sites are targeted by the survey under Task 2 of the project (assessment of vulnerable population)?Does the fieldwork under Task 2 include household quantitative survey as well as qualitative interviews?Should the financial proposal be password protected?In section 1 of the RFP-Instruction to Tenderers, it is mentioned under point 21 that all documents included in the proposal should be in English. Could we submit the official papers of the company (issued by the Ministry of Finance, etc.) in Arabic? UNOPS Answers:1. The Contractor after conducting the surveys should be able to identify the vulnerable communities, if any.2. The offeror should specify and elaborate this particular point in his/her methodology.3. No need for the password protection since this is an RFP with two envelope system in which only the financial proposals for the technically pass bidders will be opened and the remaining are kept secured & closed with no access to them even for UNOPS staff.4. The company official papers (issued by the Ministry of Finance, etc.) can be sent in Arabic but if required later to be translated you should be able to do so.Regards,

New clarification added: Question:Concerning Lot 2, the requested level of effort for data collection during the first 8 months of the project is not well translated into the payment terms. We suggest reviewing these terms to 50% after this first phase. It would also be beneficial to have interim payments built in (say interim payments after each 2 months, thus dividing the total data collection into 4 phases). Is there any way more payments could be made earlier. The payment tersms for Lot 1 are slightly better but still with a major delay in the payment.
