United Nations Office at Nairobi (hereinafter referred to as UNON) on behalf of the United Nations Human Settlements Programme (UN-HABITAT) Palestine Programme is inviting interested vendors to submit an Expression of Interest for the anticipated solicitation exercise to establish a Contract for provision of consultancy services for filtering applicants and conducting a pre-rehabilitation site-specific analysis via parallel business development and engineering- related criteria, with emphasis on archaeological, architectural, structural, electrical, mechanical, legal, economic, financial, market, business planning and social assessment for selected sites within the Old City of Jerusalem. The core objective of this assignment is to conduct an in-depth pre-business development and pre-rehabilitation site-specific assessment for three selected sites that will emerge gradually from a filtering mechanism through: 1. An open call for Expressions of Interest (EOI base) a. Develop an EOI open call to reach approximately thirty potential applicants interested in the revitalization and rehabilitation of their owned property(ies). b. Develop detailed selection and evaluation criteria in coordination with the QUDSI-R4R team. c. Collect and provide initial business development generic information about the operational and functional visions for the proposed properties. 2. Criteria-selective Requests for Concept Note (RfCN longlisting) a. Nominate and submit a long list through criteria-based request for concept notes RfCN of the potential sites for development. b. Collect and provide further business development information that pertains to the scale and implementational aspects of the proposed operational visions. 3. Criteria-selective Requests for Proposal (RfP shortlisting) a. Finalize a short-list of potential development sites through a criteria based RfP process b. Conduct a thorough examination of the business development aspect by collecting and providing financial and risk-related information about the proposed business ideas. 4. Final Selection and Conducting Site Specific Physical Assessment and developing business plans a. Prouduction of the "as built" techncial plans b. Production of the Business Plans Subsequent to the closing date of this EOI, the UN anticipates to issue a formal solicitation document to potential companies who have expressed interest in providing the services in accordance with the requirements that will be fully specified in the solicitation document.
