Tender description: Provision of Services of a Digital Marketing Agency for PLEASE Project
Project Information: UNOPS has signed an MOU with an intergovernmental organization called SACEP (South Asia Cooperative Environment Program). SACEP is implementing the World Bank -funded PLEASE Project in South Asia. By the Agreement, UNOPS should provide implementation support and advice to SACEP in implementing the Plastic free Rivers & Seas for South Asia Project (PLEASE). More information is available at:

2. Services required
-> UNOPS is looking for a qualified service provider that will support the PLEASE project through an extensive array of multimedia and communication services. These services are not limited to a single country but instead span across a significant portion of South Asia. The contract with the selected service provider is expected to start in mid-May and end in March 2025. The timelines for the services required are indicative and UNOPS reserves the right to make changes to the timelines and inform the service provider accordingly and well in advance.
-> The services required will cater to the diverse audiences of the region, encompassing the following 7 countries countries Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka.
The services required are divided into 4 different services, with various sub-items:
1. PLEASE Project social media strategy formulation and posts boosting (including weekly& monthly reports)
2. PLEASE Project Web Series - Filming and Video Production Services - Film and produce videos, including post-production, sound-mixing, digital illustration
and animation in Bangladesh, Bhutan, Maldives, Nepal, Pakistan, and Sri Lanka. Produce high-quality photos in the countries above.
3. Production of a monthly newsletter: English language editing, formatting, design, artwork, and illustrations (content to be provided by UNOPS/SACEP)
4. Production of a publication: language editing, proofreading, design, artwork and illustrations, printing of hard copies, and delivery at the end-year symposium in Colombo, Sri Lanka.

Vendor needs to travel to the relevant places to films anyways. Question 9: Service 2 (2.1): As the locations of all grantees are not clear yet, how should we propose travel expenses? In these cases we usually create a budget buffer as a separate line from which we invoice flights, visas and domestic travel one-on-one. Would this be OK?UNOPS reply question 9: Yes.
