New clarification added: Clarification:Dear UN Team,you are kindly requested to answer the below two clarifications.Will the UN contracting office consider a modification to the ITB to permit a 12 month delivery timeline for the trailer after final negotiations?What is the maximum trailer width permitted by Jordanian traffic laws?UNOPS Answer:No extensions on delivery will be granted. It is the responsibility of the vendor to ensure the trailer size (length/width/height) is compliant with applicable Jordanian traffic laws. Anecdotally, it is very common to see semi tractor trailers pulling standard 20 ft (6M) and 40 ft (12 M) seacan containers on Jordanian roads and highways. The width of these containers is typically 8' (2.44M). Bidders should verify with the appropriate authority if greater widths are allowed.

New clarification added: Clarification:The RFP is UNOps branded, does this form part of a recognized UN defense support program in Jordan? If so, the US should be aware of and supportive of the program. Can we have the details for reference if this is the case?UNOPS Answer:The program is funded by the Canadian government through the Canadian Armed Forces Task Force Middle East Capacity Building Program (TFME J5). There is not currently US involvement with this produrement. Though, future sustainment may be done through a US initiative.

New clarification added: Clarification:We have noted that the content of Form F has changed. This is the sub-contractor declaration form. In this iteration of the ITB there is now the addition of a declaration of sub-contractoers being authorised to participate in Programmes being run as FMF or FMS. There is no other mention in the ITB of this Programme going down the FMF or FMS route. If it is then this implies a different process for the proposal. Please confirm the intended contracting route for the Programme. Sorry, to clarify the previous clarificatio request, our question is related to this initial Programme of supply. We understand that there may be future procurements that may flow via FMF/FMS.request UNOPS Answer: The initial purchase of equipment, maintenance and training is funded by the Canadian government, and procured through UNOPS. Beyond this initial purchase, there may be a requirement to renew maintenace in forward years, or to purchase additional equipment. These purchases will be funded throufh US DSCA FMS or FMF programs. Therefore, respondents must be to respond to requirements from these programs.

However,t time, there are two additional elements we need to complete which are mandatory, those being:Gender Mainstreaming StatementSimulator Catalogue There seems to be no template or instructions related to these additional elements. Please can you confirm if this is an omission or if the bidders response is anticipated by UNOPS as freform?UNOPS Answer: The bidder shall provide:For Gender Mainstreaming Statement: As per the ITB criteria "The bidder shall provide documentation that details their approach to ensuring equal opportunity, diversity, and inclusion within their organization (e.g. equal pay policy, parental leave, the ratio of female to male employees, % of females in management positions, grievances disaggregated by gender, transparency of promotion criteria, sexual harassment policies). Supported by Gender Mainstreaming Statement."For Simulator Catalogue: Please submit the needed catalogs to establish compliance with UNOPS requirements.

New clarification added: Clarification:Dear UNOPSRegarding the training, Para 28 asks for 5 technicians on two courses (total 10); Para 29 outlines the second phase and says each phase will be attended by 5 RJAF JTAC qualified personnel. Is the second phase of training in Amman follow on from the vendor site training or is it for a new cadre of students? Is the second phase for 1 x course for 5 or two courses?Also, for the course at vendor facility investigation has shown costs and processing for visas will have to be made by the RJAF, we can assist with letters etc but application bmust be by the person themselves. Can we assume then that the visa component will be covered by RJAF?RegardsUNOPS Answer:There will be two(2) cadres of five (5) trainees each. Each cadre will undertake an initial course at the vendor facility, and a follow on advanced training course in Amman. The vendor is expected to deliver initial and advanced courses to each of the two cadres of trainees. Initial course at factory, advanced course at Marka AFB, Amman. Regarding travel all visa, accomodations, transport and per diem to be provided by the supplier.

New clarification added: Clarification: Dear UNOPSRegarding vehicle and trailer registration, as the RJAF will be the owner will they register both vehicle with the vendor assuring that both will pass or is expectation that vendor does this? Issue may be that registration transfer could cause complicatoins for the vehicle warranty etc.UNOPS Answer:The vehicle and trailer will be registered and licensed by the JAF. Additionally, these vehicles will be exempt from customs duties and Jordanian federal taxes. JAF to arrange.

Please advise.In the SOR Paras 6 & 18 state 6 months for delivery but the summary table states 9 months for delivery; which is correct?Will the Authority consider a Milestone payment plan as opposed to full payment upon delivery?Vehicle warranty/maintenance; Para 26 states need for a 3 year warranty while Para 27 suggests a 5 year period for maintenance; please clarify requirement.The FSR for 6 months post FOC, please confirm their responsibility is Sun-Thu, 0900 to 1500 and no out of hours is required. Please also confirm that this FSR will have access to the system out of standard center operating hours (in order to rectify issues or maintain system).UNOPS Replyies:UNOPS REPLY: The sections 2 & 4 are the Item titles, Bidder are requested to price the elements# a, b,...etc.UNOPS REPLY: 9 Months is the requested delivery date, an amendment to point no. 6 will be published soon. Over and above this, we require regular scheduled maintenance service for up to five (5) years, with the option to cancel early or extend on an annual basis, if possible.UNOPS REPLY: The JAF would not restrict the FSR from conducting after hours maintenance, with reasonable communications/coordination about access to the training facility outside working hours. This type of work is expected to be occasional, and is directly related to overall reliability of the proposed system. Based on the vendors understanding of system reliability, the working conditions/compensation of the FSR should be crafted such that system availability requirements are met at no additional cost.
