Provision of Virtual Reality Head set, Installation and maintenance services

A.Background
1.The United Nations World Food Programme hereinafter referred to as the “WFP”, with its Headquarters located in Via C.G. Viola, 68/70, 00148 Rome, Italy is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience by assisting almost 100 million people in around 83 countries each year. About 17,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.
2.The WFP Security Division (SEC) seeks to procure an initial quantity of 125 virtual reality headsets so-called goggles with the associated maintenance of the devices and specific application upgrades.
Generic functionalities:
•The headsets should be flexible to host an application developed by the learning vendor, deployed viaAPP LABS, it is necessary to display the video files of the learning programme.
•The headsets should host 3 languages (English, French, Spanish) encoded in the same video files developed for the learning programme.
•The video files are 7200 x 3600px, 60FPS stereoscopic 180-degree, 80mbit/s variable. Codec:HEVC/H.265/MPEG-H Part 2.
3.The required equipment and associated services will facilitate the delivery of the learning program, which currently includes an online and a face-to-face component conducted in the classroom.
The second part of the program is meant to be provided through the display of the 180’ film and associated scenarios in the goggles. The immersive experience provides a safe yet realistic space for learners to practice responses to specific security incidents and see how decisions impact those around them. Learners can make their decisions directly in the VR environment and experience the consequences of poor choices.
4.WFP invites eligible suppliers to express their interest in providing the requested goods/services.

B. Purpose of the EOI
5.The purpose of this request for EOI is to identify suppliers with verified technical and financial capacity to provideWFP with the required goods and services. Eligible suppliers will be invited to participate in the bidding process for the proposed tender.
6.Eligibility to participate in the proposed tender will be determined based on:
a.the years of working experience in the relevant business area (at least 3)
b.the capacity to provide the goods and services that WFP is looking for;
c.the capacity to provide the goods and services in some of the remote locations where WFP is operating even with reduced internet infrastructure.
d.c. past experiences in serving UN entities or No-for profit organizations, specifically when it comes to the reselling of Virtual reality devices.
7.After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation.

C.How to prepare and submit your Expression of Interest
8.In order to participate in the pre-qualification exercise, companies are required to provide the following:

10.WFP will not consider incomplete or unsigned submissions. All responses and supporting documentation received will be treated as strictly confidential and will not be made available to the public.
11.This request for EOI does not constitute a solicitation. WFP reserves the right to change or cancel this procurement process or any of its requirements at any time during the process; any such action will be communicated to all participants.
