If we include Form E for each of them, do we upload 3 separate Form E PDF attachments or combine the 3 Form Es into one PDF attachment? Thank you.R: Where only 1 CV is required, please submit only 1, your best one. If you submit several, only the first one will be evaluated. Use the Form E template to submit CVs, with no changes to the template other than filling in the required information.

New clarification added: Q: In reference to [Stamp form of Proposal with official stamp of the Offeror]. We are a US-based business. I am not sure what "official stamp" refers to. Is formatting on letterhead sufficient?R: Please do not change the formatting of the templates. Just fill them in without changing the template. If you don't have a company stamp. You can add after the signature the company logo and address.

New clarification added: Q: on the financial spreadsheet, I noticed that the "Average volume discount" cell doesn’t add app, also the Annual Subscription (access to knowledge centre, reports, research, … for example) – Both Options do not add up to the total, cell 22C. Can you check the cells and confirm it's all set properly?R: Annual subscriptions are options (not mandatory for the submission) as indicated on the financial spreadsheet, and therefore their price is not considered in the total.We have checked the formulas in the "Average volume discount" and they seem to be working fine. If you still have concerns, could you please be more specific in your question (cell number, what exactly is wrong in the formula, ...etc)?

New clarification added: Q: would it be possible for the due date to be extended by two weeks? Also, I see that we missed the pre-bid call today. Is it possible to get the slides from the meeting, or if it is available, the recording? R: The submission deadline has been extended until January 31st. The prebid meeting slides and minutes have been shared. There is no recording.

New amendment added #4: Amendment to :extend the deadline for submissions and the deadline for clarifications by 2 weeks,publish the prebid meeting presentation and minutes,amend the Excel file "Section III _ Returnable Bidding Forms - Financial Proposal Form" to correct a typo in the evaluation scenario calculations. Clarifications were also added (all changes are in red) to fill only the yellow cells and to clarify the total calculation for lots with multiple trainer profiles.

New clarification added: Q: Service provider must possess valid accreditations or certifications. Can you please clarify whether these are to be at a corporate or individual level as some certificates listed are provided to individuals only, eg ISO 31000R: When the criteria specifies that the certification / accreditation is required of the service provider (bidder) meaning a corporate certification, it is mentioned in the criteria. Same if the accreditation / certification is required of an individual (for these, please refer to the TORs in the table entitled "Qualifications and experience required for the trainers/consultants".).

New clarification added: Question:We are currently reviewing the RFP and we would like some clarification on the financial proposal. It would be appreciated if you can please provide some clarification on the following:The financial proposal stats on-site and remote delivery of training, could you please clarify what is meant by on-site? Onsite means at the UNOPS location of choice (it can be at the UNOPS office in HQ, or in the field, it could also be a specific location rented for the training). It means that the trainer and participants will be present in-person at the location. Does it mean that the LTA holder will provide the location for the delivery of training or would UNOPS office be used for the training and the LTA holder will provide the training team only? The LTA holder is not required to provide the location for the delivery of onsite training, UNOPS will be providing it. The LTA holder will be providing the training team only.Under subscription services there are two options for subscription rates (per emplyee and per organisation), could you please clarify what is meant by this subscription fee and what services are envisaged under it? Please refer to the TORs "Option for annual subscription arrangement that will facilitate continuous access for selected UNOPS personnel to online resources, including up-to-date content, reports, training materials, network contacts for specific areas pertinent to each lot, and a diversified range of services available on the provider’s web-based platforms." Based on our understanding UNOPS has approximately 22000 employees, would a flat fee per employee be provided? UNOPS has currently approx. 7,800 personnel. There are 2 pricing modalities that are possible for the subscription services: annual fee per employee, or annual fee for the whole organization (regardless of the number of employees). New clarification added: Question:We are planning to submit an offer for Lot 2. The ToR request the following: "Option for annual subscription arrangement that will facilitate continuous access for selected UNOPS personnel to online resources, including up-to-date content, reports, training materials, network contacts for specific areas pertinent to each lot, and a diversified range of services available on the provider’s web-based platforms." While we do offer customized trainings online and offline, as well as consultancy services, we do not have an online subscription service that meets those needs. Is it possible for us to submit an offer without the subscription option? Reply: As mentioned in the TORs and the returnable bidding forms, the annual subscription is optional, meaning it is not a required item to submit. If you have it, you can submit. If you don't, it is fine to submit without it.

New clarification added: Q: Talent assessment, will you be looking to train Junior analysts, Senior, new to cyber Staff etc?R: As mentioned in the ToRs, the Cybersecurity talent assessment is required to cover 1) a technical assessment solution when hiring professionals for the InfoSec function; 2) skill evaluation for the InfoSec workforce. These requirements are expected to cover any member of the information security team irrespective of seniority from the CISO to the most junior cybersecurity staff.Q: It is stated "All countries", from which Country the procurement will be done from?R: The procurement for Global LTAs is run from HQ. All countries mean that this is a global LTA that any UNOPS country office may use. So the training may happen in HQ or anywhere else.Q: Evaluation criteria state "The service provider must have the ability to certify trainees in at least one of the certifications / accreditations / qualifications in [Lot criteria]". We understand that this ability is demonstrated through our technical response and past experiences in delivering training. Could you please confirm if our understanding is correct?R: By "The service provider must have the ability to certify trainees in at least one of the certifications / accreditations / qualifications in [Lot criteria]" we mean that the provider should be officially recognized by the relevant organization and have the ability to deliver certifications to the trainees directly.

On seciton II, we refer to more specific acreditations depending on the training area, as described under each lot.Q: Ability to certify trainees. What are the requirements here. It states in the ToR that cerfification is only if applicable. Would it be an option to train UNOPS staff to ready them to be accredited or certified through another body?R: No, the bidder must have the necessary accreditation to be able to certify UNOPS trainees.Q: What is the volume of classroom training and which locations this typically will cover.R: This will be defined during the needs assessment phase.Q: What is the expected retention time for developed elearnings (i.e. to keep them live)?R: As per UNOPS GCC, any materials developed for UNOPS will be the intellectual property of UNOPS. For off-the-shelf training accessible on the supplier's platform (and not developed specifically for UNOPS), the trainee will need to have access to the off-the-shelf training for a minimum of 1 year after confirmation of their enrollment. Q: Would the in-person training be taking place in both field offices, regional offices and headquarters?R: YesQ: Infrastructure for e-learning platform and tools. In the ToR this is included under provider and customer. Can you please clarify what is already in place in UNOPS?R: UNOPS has an LMS system (Docebo LMS) in place which is managed by our Learning and Development team and supports the upload of SCORM compatible contents. Could you please clarify what has been delivered and who the training provider was?R: We cannot share information about the training provider. UNOPS has only started providing some internal controls, strategic decision-making and risk management training to a very limited number of employees, the objective of the capacity-building program is to create that capacity within the organization.Q: Should the proposal include all four lots or can we choose to just bid on one lot (e.g.)?R: As indicated in the Particulars tab of the tender, you can bid for 1, 2, 3 or all 4 lots. When bidding for 1 lot, you must bid for 100% of the items in the lot.Q: When exactly is the deadline, 8 January 00:00 GMT?R: The deadline is specified in the General tab of the tender information.Q: The deadline for the tender is very short, it would put the staff under an enormous pressure, as you can imagine we are near the christmas holiday and a lot of people requested the annual leave in advance, can the Tender be extended?R: The deadline has been extended to January 17th.
