RFP-2023-120- UNAIDS Consultant for Equitable Financing and Country Impact
The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to assist the Equitable Financing Practice expand high impact technical support to countries in advancing the Equitable Financing strategic directions, including focus on allocative efficiency and HIV and Health Financing.
The provider shall be an individual operating in the field of HIV and Health Economics, with proven expertise in HIV Response financing, health economics and policy, and project management.
The Provider shall have an Advanced university degree at the Master's level or equivalent in health economics, public finance or health policy, or relevant areas.
Task 1. Conduct research and generate evidence to inform EFP’s advocacy background papers and policies on HIV response spending and financing.
Task 2. Draft tools, instruments, and conduct HIV and Health financing data analysis to support identifying the Equitable Financing strategic directions and priority areas for country and regional actions.
Task 3. Draft and contribute to policy, technical briefs, and power point presentations to facilitate communication of the EFP strategic directions and to support regional and country implementation of the EFP Workplan.
Task 4. Through consultations with the EFP team and EFP Regional advisors, drafts the EFP workplan, prepares regular reviews, summary briefs on the EFP Workplan implementation progress and results, and provides timely input to the UBRAF reporting.
Task 5. Maintain up-to-date information and conduct reviews of key global and regional initiatives on HIV Response and/or Health Financing identifying relevance and implications for the EFP directions. These include, but are not limited to, Health financing Policies and Strategies of key partners such as the Global Fund to fight AIDS, TB, and Malaria, PEPFAR, WHO, the World Bank and those related to Pandemic Preparedness.
Task 6. Gather evidence, maintain up to date information, and drafts summary of results achieved through UNAIDS Technical Support Mechanism (TSM) in Equitable and Sustainable Financing, ensuring timely contribution to the UNAIDS TSM Progress Reports.
Task 6. Lead and develop knowledge management, communication, and dissemination of global, country, and regional experiences on Equitable financing priorities and promote cross-learning, including through short web stories, webinars, and selected publications.
Task 7. Any other priorities that the Director of the EFP may request.
Duration of the work: This consultant will be required to work for max of 10 days per month in the period of 1 February 2024 – 20 December 2024.
