New clarification added: Q78. RFQ-2023-46787 Section IV Draft Contract for Goods, 2.3. Warranty and After-sales Services: “At least 95% uptime (full functioning) in a year, i.e. 347 days out of 365 days, will be guaranteed by the Supplier within the warranty period. In the event that the item supplied has been malfunctioning for more than five percent (5%) of one single year of the warranty period, i.e. more than 18 natural days in one single year, the Supplier shall extend the warranty period for a double (2x) duration of the equipment’s downtime.” Could you please clarify what do you mean by 95% uptime (full operation) per year? A78. The 95% uptime means that the Radioisotope production/quality control should be available 347 days per year (347 corresponding to 95% of 365). Therefore the workflow should not go down for more than 18 days in a calendar year. The service personnel should service and maintain the machine to honor this percentage. The schedule of requirements and the Draft contract has listed all exceptions in the calculation of the downtime.

RFQ-2023-46787 Section III - Returnable Bidding Forms, Form D “Technical Quotation Form, Lot1, item3, S/N2: “Class C Double vertical hot cells with greater than 100 mm lead thickness to the above mentioned modules. The inside of the hot-cell should be totally made of high quality stainless steel (314). It should have requisite inlets for gases, air, vacuum, water etc. The hot cell should be compliant with current GMP.” and RFQ-2023-46787 Section III - Returnable Bidding Forms, Form D “Technical Quotation Form, Lot1, item3, S/N4: “The thickness of the lead shielding of the box on all sides is not less than 100 mm”. Could you please advise if the total lead thickness of hot cells should be at least 200 mm (100mm at line 2 + 100 mm at line 4)? A77. No, it is 100 mm only, S/N2 was a general explanation of the requirement and S/N4 is to evaluate the shielding thickness.

To make a door to a cyclotron bunker, could you please provide the following information: dimensions of the opening; sliding or swing doors; thickness of lead in the door (if available according to the “radiation shielding report” calculation), thickness of steel in the door (if available according to the “radiation shielding report” calculation), thickness of polyethylene and type of polyethylene in the door (if available according to the “radiation shielding report” calculation). A70. According to the Section II: Schedule of Requirements, Section II.2e - Designs and Drawings: “The awarded Contractor shall provide full shielding design for the cyclotron vault, control room, equipment room and synthesis lab. The awarded Contractor shall coordinate further with the construction company for advice on the design and workflow of the department" the door composition must be calculated within the shielding report that is within the scope of the bidder's responsiblities under this tender.

New clarification added: Q69. RFQ-2023-46787_Section_IV_Draft_Contract_for_Goods, Clause 3.4. has the following requirement: “Documents must arrive well in advance of goods. Contractor will be held responsible for any financial loss resulting from failure to comply with the above requirements. Payment will be effected within thirty (30) days of receipt of the above documents by this office.” Could you please clarify "well in advance of goods" in more detail?A69. The shipping documents are normally prepared in several copies. Whilst one set accompanies the cargo, other sets are sent by courier to the Consignee and the Notify Party as soon as the goods are shipped. These documents received in advance of goods' arrival are then used for preparation of customs clearance process. This is what is meant by "well in advance of goods".

Due to the disruptions in the global supply chain processes that still continue around the world after the pandemic, it is not appropriate to implement the FCA and DPU delivery due dates reflected in Section II.3: Delivery requirements. This section needs to be updated by taking into account the production cycle and product delivery times specified by the official manufacturers of the products. Depending on the manufacturer’s declarations of production and delivery terms, we request that the periods specified in the contract be extended to 24± 4 months.A68. New clarification added: Q67. RFQ Particilculars state that "Advance Payment may be allowed for up to USD 500,000 or 25% of the total Contract Price, whichever is the lesser. For a project of this scale, it is not possible to manage the project properly by taking 500k USD as advance payment? We would like to get your feedback whether the following payment schedule would be acceptable: "30% in advance, 25% after 120 days, 25% when Cyclotron and Hotcell are ready for delivery, 10% after installation completed for Cyclotron and Hotcell, 10% after completion of commissioning. A67. Please note that it is against the United Nations policy to pay for the goods in advance, except where normal, commercial practice or the best interests of UNOPS so require. We have now further clarified in the Tender Particulars that "Any request from a bidder for advance payment within or outside the above indicated limits, shall be justified in writing and shall be submitted with the bidder's price proposal. This justification shall explain the need for the advance payment, itemize the amount requested, and provide a time-schedule for utilization of the said amount. UNOPS does not guarantee automatic approval of the advance payment for the requested amount in the case of contract award. Final amount of advance payment, if approved, and relevant conditions shall be agreed upon with the awarded supplier prior to the signature of contract."

There are two major differences between ultrasonic and water-bath: 1) The ultrasonic is able to maintain water temperature up to 69 °C while the water-bath (Thermo which is possible to order by size 2 to 20 L) can do 100 °C. 2) The ultrasonic has sweep frequency by 40 Khz while the water-bath does not have this option. A65. Any equipment that will fulfills the workflow of the lab will be accepted.

Warranty and After-sales Services reads as follows: "At least 95% uptime (full functioning) in a year, i.e. 347 days out of 365 days, will be guaranteed by the Supplier within the warranty period. In the event that the item supplied has been malfunctioning for more than five percent (5%) of one single year of the warranty period, i.e. more than 18 natural days in one single year, the Supplier shall extend the warranty period for a double (2x) duration of the equipment's downtime. Time required for customs clearance of a replacement part, if any, shall not be counted towards the downtime." Could you please consider reducing the uptime commitment to 80% considering the following rationale:1. 95% uptime is requested to be fulfilled by the bidder/contractor in Western countries, where the service infrastructure supported by a larger install base of equipment is in place. Unfortunately, Uzbekistan is not there at this stage having only 3 cyclotrons across the country and insufficiently developed infrastructure.2. Full functioning of a complex system, such as cyclotron and its accessories (SC, synthesis etc) is highly dependent not only on vendor/it's partner local presence, but also on qualification of end-user/hospital staff: local engineers, physicists and other users. Accordingly, adequate functioning of a whole system could be highly dependent on the reason not totally depending on manufacturer/it's service partner.3. Country specific technical problems, related with internet infrastructure, VPN and personal data protection may be negatively influencing the adequate service provision.4. Shortages of accessories and supplies related to logistics constraints these days. A30. As already shared in lastest revison of "RFQ-2023-46787_Section_IV_Draft_Contract_for_Goods_REV2_25NOV23", the items covered within the uptime is different between the warranty and the post-warranty contract. During the warranty, UNOPS and the beneficiary expect 95% and maybe better uptime as the systems are brand new. For the contract that might be signed upon expiration of the warranty, bidders are asked to provide a dedicated quote for the repair services and the 95% uptime. This will be part of the evaluation as we look to properly maintain the equipment and the workflow within a controlled financial framework. 1) When a bidder refers to service infrastructure, it is referring to its side of responsibility. The bidder/supplier should guarantee the beneficiary that all the required service infrastructure is available for the best service experience. UNOPS has mentioned that the customs/clearance is not counted within the dowtime. This means the downtime calculation is based on the service response time, troubleshooting time and shipment. The calculation method will be adjusted to include more details while maintaining controlled conditions. We cannnot tolerate any delay in the response time, troubleshooting and placing orders as this in the control of the bidder. 2) When UNOPS sets 95% uptime, it refers to the time the machine will be ready for operation. One main part of the bidder's duty is to train the staff to the needed level to be able to operate the cyclotron properly. *If the hospital operators are not properly operating the machine, they will malfunction the equipment and this will not count in the downtime, otherwise the machine will stay up and ready. * Qualification of local engineers should be the responsibility of the bidder. Normally, no hospital engineer should be eligible to work on equipment under warranty or service contract. Nevertheless, if the bidder wants any hospital engineer to be its first level support then this should be on the bidder's own responsibility.3) If the internet is down due to local reasons, this will not be counted into the downtime. We will amend this accordingly. 4) As mentioned in the draft contract, any local logistics delays will not count in the downtime. UNOPS will make it more clear in the upcoming amendment. As mentioned above, lack of accessories and supplies will not affect the uptime as this will be not controlled by the bidder and is subject to multiple milestones.

If the system does not have a Stack Monitoring Channel and Stack Flow Meter channel, but able only to measure the dose rate of ionizing radiation from outside the stack will it be considered as a significant discrepancy from the requirements? A29. Stack monitoring provides the ability to determine the amount of radiation released from the facility ventilation exhaust where the isotopes are produced. The flowmeter will be used to measure the online flow rate in the exhaust stack to enable the conversion of measured radiation into concentration. Any alternatives that can provide those functions will be accepted.

The cassette is not sterilized; instead, it is controlled for bioburden.This practice has been sufficient in all 70 countries where FASTlab has been utilized thus far and aligns with GMP requirements. Could you please amend the requirement to be either sterilized or bioburden controlled? A15. Beam current to be adjustable and stable at any current settings.” A current of 300 µA can be useful in theory only for producing very high activities for further distribution. It is difficult to manipulate with such high activities and they have increased radiation safety risks. Considering that 3 operating cyclotrons are already installed in Tashkent, there is no point in such high activities and current. Currently only one cyclotron (IBA KIUBE) at the market meets this requirement. The maximum available beam current for GE HealthCare PETtrace cyclotron is 160 µA, while PETtrace meets all the requirements for activity yields mentioned above. We ask to reduce the requirement to 160 µA." A11. This requirement can not be changed.

Reference is made to RFQ-2023-46787 Section III - Returnable Bidding Forms, Form D “Technical Quotation Form, Lot1, item1, S/N10: "Production of minimally the below specifications (18F, 11C, 13N, 15O, 68Ga, 124I, 64Cu, 89Zr) with respective liquid, gas or solid targets".Despite the theoretical possibility, the production of 124I in cyclotrons with energies less than 20 MeV is unjustified due to the high capital and operational cost of this technology, long production time (more than 6 hours), low yield of I124 (2-3 patients after 6 hours production cycle) in such cyclotrons and limited clinical application. In addition the technical specification of Lot1, item 3 “Hot Cells and Dispensers” does not include enough hot cells to implement the full production cycle. Also, Lot1, Item 2 “Synthesis Modules” does not include the requirements for modules for the synthesis of radiopharmaceuticals based on 124I. Considering the unique physical and chemical properties of this isotope, it is recommended to use a separate laboratory for its production to avoid contamination with other tracers. We recommend excluding 124I from the isotopes list. In case the 124I availability requirement is critical, could you please clarify whether the proposal should only include the 124I target as currently stated or the full 124I production technology should be provided? In case of a complete technology, this will require the addition of additional hot cells, as well as synthesis and purification modules, which will lead to a significant increase in the cost of the entire project.A8. 124I is not required at this stage, however, the cyclotron must have the full 124I production capacity.
