RFQ-2023-100- Strategic Support to UNAIDS Office in China on China-AU-UN Tripartite Cooperation
The purpose of this RFQ is to select suitable supplier for the procurement of strategic support to UNAIDS Office in China on China-AU-UN Tripartite Cooperation
The contractual partner is expected to work under the supervision of the Global Partnership Advisor of UOC and in close collaboration with the UNAIDS offices at global, regional and country levels during the contract duration. The timeframe is from 6th November 2023 to 30th November 2024.
Services requested:
1. Support UNAIDS and UNCT to plan and organize strategic meetings with stakeholders of the China-AU-UN Tripartite Cooperation proposal, as and when needed, and collect comments to build advanced consensus, including for refining, and finalizing the draft technical proposal.
2. Work iteratively with UNAIDS and the technical consultant to present the tripartite proposal and related information at different forums, consultation meetings, discussions, experience sharing events, and conferences.
3. Work with UOC and UNAIDS Liaison Office for the AUC (AULO), support the process of disseminating and widening understanding, ownership, and buy-in for the Tripartite Cooperation proposal among the AU, Africa CDC, UN Liaison Offices at the AU, China Permanent Mission to the AU, target country permanent mission members to the AU, etc.
4. Specifically, as a build-up to the FOCAC in China in 2024, support UOC and AULO to prepare and organize a high-level side meeting with the tripartite partners (China, AU, and UN) to further concretize and harmonize understanding and asks during the 2024 FOCAC meeting in China.
5. With high-level leadership and engagement from the African Group of Ambassadors and UNCT well-secured, undertake a mapping of key political actors, and support the tripartite partners to identify and secure high-level political leadership on both the China side (MOFA, Commerce, MOF) and Africa sides (AU and individual countries), with substantial clout and willingness, to champion and move forward the tripartite proposal at the FOCAC level.
6. Support UNAIDS/UNCT in writing reports or outcome documents from various strategic meetings, including declarations if needed, and produce at least three web stories on the process as well as submit quarterly reports to UNAIDS.
7. Support the UOC and AULO in handling all related media engagement and press releases, as well as securing media coverage in both Chinese and other international media.
