Description

The aim of the assignment is to provide technical and strategic assistance, implementation oversight and strengthen systemic capacity of countries in scaling up their focus initiatives, ranging from formative assessment, structural pedagogy and other reading and numeracy activities into the national education system. Broadly, the theme of the call for expression is divided into two strands: structured pedagogy support in its main pillars, including formative assessments, and targeted instruction in large-scale initiatives in the countries.

The selected institution will review and tailor existing (or developing) assessment/evaluation frameworks; teacher training frameworks and guides; targeted (for literacy and numeracy) pedagogical approaches; data gathering strategies; and advocacy products.

The institution will also develop tools for scaling up programming of practices/activities to improve FLN outcomes in 7 countries (Liberia, Sierra Leone, Nigeria, Cote d’Ivoire, Guinea, Congo, and Senegal) – focused on promoting effective teaching and learning solutions through adaptions and innovation, cost-effective instructional practices. In addition, the purpose is to increase country knowledge and capacity to improve FLN, supporting countries to develop the capacity to implement high-impact reform programmes at scale including value for money analysis, development of evidence-based advocacy and investment case and building financial model for scale up specific practices, processes, and forward planning.
