RFP-2023-97- Design and development of the new UNAIDS Results and Transparency Portal

With the recent adoption of the Global AIDS Strategy and the 2022-2026 Unified Budget, Results and Accountability Framework (UBRAF), it is now necessary to align the Results and Transparency Portal (https://open.unaids.org ) for the Joint United Nations Programme on HIV/AIDS (UNAIDS) to their new results’ architecture. The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to design and develop a new Results and Transparency Portal for UNAIDS, replacing the current version. The service provider shall be a public institution or company operating in the area of website design and development, particularly on Django and Drupal platforms.

The main deliverable for this project is the design and development of the new UNAIDS Results and Transparency Portal using the same URL. The developer will review the current portal and identify areas for improvement aligned with the requirements in the RFP, that will be considered in designing and developing the new portal.

This new portal shall follow the technical specifications detailed in the RFP document:
- Design
- Site architecture
- User interface
- Interoperability with other systems
- Technical consideration
- Security consideration

The following process and estimated timeframe is proposed for the design and development of the UNAIDS web portal:
Stage 1: Inception / Design - 1 - 30 November 2023
Stage 2: Development - 1 December 2023 - 28 February 2024
Stage 3: Review/Testing and training - 1 - 31 March 2024
Stage 4: Launch - 1 - 30 June 2024
