Description
This RFP refers to procurement of Consultancy Services for the of Provision of Design and Technical Consultancy services for modernization / renovation of up to 22 SES laboratories throughout Uzbekistan (3 lots).
The requirement is divided into three separate lots and proposals are being invited for individual contracts (lots) or for any combination of contracts (packages comprising two or all three lots). Offerors are allowed to submit one proposal, either for a single lot or for multiple lots. Proposal must cover 100% of the services specified for each offered lot.
IMPORTANT NOTE: Interested vendors must respond to this tender using the UNOPS eSourcing system, via the UNGM portal. In order to access the full UNOPS tender details, request clarifications on the tender, and submit a vendor response to a tender using the system, vendors need to be registered as a UNOPS vendor at the UNGM portal and be logged into UNGM. New clarification added: Q3: With reference to Qualification criteria to Financial capability according to which an offeror has an average annual turnover of minimum USD 300,000.00 (USD Three Hundred Thousand) during the last three (3) years. If an offerors' average annual turnover for the third lot is less than $300,000.00 for the last three (3) years, will the offeror be excluded from further technical evaluation of the proposal? A3: as per RFP particulars, an Offeror (a stand-alone legally incorporated entity or JV/Consortium/Association) shall meet all qualification critera. In the cases where the Offeror submits its proposal as a joint venture, consortium or association, all joint venture members combined must meet the qualfication criteria

New clarification added: Q2: Shall Gantt charts be prepared for each falicity/site under 1 lot separately? Or one Gantt chart for the whole lot is enough? A2: As specified in SECTION II: EVALUATION METHOD AND CRITERIA The Programme is substantially compliant and does not contain any material deviation(s) from the requirements as stipulated in Section V: Requirements. The offeror’s preliminary Programme and outline statement of proposed methods demonstrate the offeror’s capacity to plan and programme the Services within timelines that are consistent with industry practices, the Project requirements and proposed methodology. The Programme and the Outline Statement of Proposed Methods detailed how the different activities shall be organized, controlled and delivered based on the quality management system. The Programme is prepared in the timeframe and based on the Scope of Services listed under Section V.

New clarification added: Q1: Please explain the timeline for Objective 5-Defect Notification Period (DNP) Support Activities which is up to December 2024 as per TOR, but this timeline is also the same for Objective 4-Construction Stage Support Activities - Construction Phase and Handover Phase. Please provide more information according the timeline of the project based on each phase? A1: As outlined in the Terms of Reference (ToR), the designated timeline for Objective 5 extends up to December 2024. It's to note that this timeline corresponds with the duration specified for Objective 4 due to the project end date and phased approach reflected in the table expexted delivery dates.

New amendment added #2: The RFP is further amended as follows: Pre-proposal meeting minutes have been uploaded into the Documents section;To reflect the changes in (i) approximate area and scope of work for each facility made in Schedule 2: Project Specific Information of Section IV: Schedule Details and (ii) obtainable points distribution method applied to Part 3: Technical Criteria, the document titled "RFP_2023_48007_ Consultancy Services_Section II, III, IV, V" is hereby replaced with the document titled "RFP/2023/48007: Consultancy Services_Section II, III, IV, V_REV1_09OCT23".

New amendment added #1: This RFP is amended to change clarifications/pre-bid meeting details of Particulars as follows: "A hybrid pre-proposal clarification meeting will be held on 06 October 2023, from 15:00 hrs to 17:00 hrs Tashkent, Uzbekistan time [UTC +5:00 hrs]: in-person meeting will be held in the UNOPS Representative Office in Tashkent located at 4a, Afrosiab street (Block "B", 3rd floor Business Center), Mirabad district, Tashkent city.virtual meeting via Google Meet link: meet.google.com/wpa-vfuu-etw Prospective Offerors must communicate the names and email addresses of their representatives who are nominated to attend the pre-proposal clarification meeting either in person or virtually latest by COB Thursday, 05 October 2023 by contacting Gulzada Turgunbaeva at gulzadat@unops.org or through the UNOPS E-sourcing system (Clarification portal) in order to be allowed entry into UNOPS premises or the virtual conference room.Attendance of the pre-proposal clarification meeting is NOT mandatory, but strongly encouraged to avoid the risk of non-compliant proposals.
