To develop electronic template for reports on management of hypertension and diabetes integrating into the Vietnam Social Security (VSS)’s software
The World Health Organization (WHO) is seeking offers for developing electronic template for reports on management of hypertension and diabetes integrating into the Vietnam Social Security (VSS)’s software.
BACKGROUND
The World Health Organization (WHO) has been supporting the Ministry of Health (MOH) with a new approach for management of NCD at grassroots level beginning with hypertension and diabetes. The purpose is to manage most of NCD patients at the commune health stations (CHS) with affordable cost.
To have comprehensive data for evaluation of the new approach for NCD management, WHO is collaborating with Viet Nam Social Security (VSS) to develop a reporting system for monitoring progress on hypertension management with key indicators such as number of patients managed, percentage of blood pressured controlled and the service cost by all types of health facilities in the period 2021-2023 for the baseline and progress assessment of the new approach for NCD management. The view of point for new approach is that NCD patients should be divided into two groups- severe cases, and moderate and mild cases. The hospitals are responsible for severe cases while CHSs responsible for the mild and moderate cases. The individual approach is applied for severe case as usual. However, the public health approach instead of individual one will be applied for management of mild and moderate cases of NCD at CHSs. In this new approach simple protocols are applied and the public health system or disease control system instead of national hospitals oversee the NCD prevention, detection and management at CHSs.
VSS data includes information on the key indicators but would require technical support to create the progress reports and institutionalize in its reporting system.
To support VSS in this task, WHO would like to seek a consulting firm to collaborate with WHO and VSS technical staff to develop reports on NCDs management based on the existing VSS reporting system. The indicators and template of reports are enclosed for reference.
REQUIREMENTS/WORK TO BE PERFORMED
Activity 1: Building functions for online aggregated reporting on the management of hypertension (HTN) and diabetes based on the system of VSS on requesting reimbursement of health services from health facilities.
Deliverable 1: The online aggregated reports on progress of hypertension and diabetes management.
Activity 2: Developing online reports to track the progress of HTN and diabetic patients over time.

Activity 3: Developing dashboard functions to display data, allowing users to customize charts on the dashboard, declare general filter parameters for the entire dashboard or specific charts. The dashboards can be accessed through a web browser or mobile application.

Activity 4: Developing authorization functions for administrators to assign permissions to users and user groups, with corresponding data access levels.

Deliverable 6: Aggregated reports on progress of hypertension and diabetes management and reports on the progress of HTN and diabetic patients are synchronized to the Non-Communicable Disease Reporting Software of the Ministry of Health.
CHARACTERISTICS OF CONTRACTOR
Mandatory experience:
a. Team Leader
- Master's degree or higher in information technology system design (relevant project management certifications are advantages).
- At least 10 years of working experience.
- Excellent communication skills with fluent spoken and written English.
- Strong analytical, planning, and organizational skills.
- Ability to work in a team with limited supervision.
- Ability to work under pressure.
b. Health Statistics Expert
- Master's degree or higher in healthcare.
- At least 10 years of working experience.
- Knowledge and experience in hypertension and diabetes.
- Experience in building healthcare statistical dashboards.
c. Domestic IT Expert
- Bachelor's degree or higher in Information Technology.
- At least 10 years of experience in building and operating healthcare reporting systems.
- Experience working with health insurance organizations or knowledge of reporting systems from healthcare facilities is advantageous.
