Description

The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out task to contribute to the execution of the UNAIDS strategy on young key populations in the region. The Regional Consultant for Young Key Populations in Asia and the Pacific provides support to the TSM in the execution of the UNAIDS youth strategy in the region. The Regional Consultant spearheads dynamic new ways of working in UNAIDS and creates space for and reinforces a new generation of young key population leaders in the AIDS response.

Main tasks of the position
Under the leadership and overall guidance of the “Science Systems and Services for All” Regional Practice Lead and the direct supervision of the Regional Adviser for Community-Led Responses, and in collaboration with other relevant RST staff, the Regional Consultant for Young Key Populations will work on the following areas:
1. Strengthen interventions for youth and young key populations funded by Global Fund, GF-supporting and PEPFAR grants in the region.
• Provide technical support to youth-led and community-led organisations to optimise donor investments in strengthening youth engagement in HIV responses, advocating for youth-friendly services as well as generate demand for HIV services among young key populations.
• Provide technical assistance to Youth LEAD and other regional and country networks of YKPs on strengthening youth leadership and engagement in decision making spaces and mechanisms, particularly the CCM in countries.
2. Mainstream YKP-related issues and priorities through strategic partnerships and collaboration with UN, donors and CSO regional partners
• Nurture strategic partnerships including the Inter-Agency Task Team on YKP and Regional Networks of Key Populations to empower youth-led organizations and communities tackling intersecting vulnerabilities of young key populations from an inequality lens.
• Foster connections and partnerships with development partners and donors, and contribute to mobilise resources for youth-led initiatives that aim to tackle barriers affecting young people’s access to services.
3. Advocacy for strengthened youth-led responses at regional and country level.
• Mainstream and advocate for youth issues and youth-led organisations in different thematic areas aiming to increase the capacity and leadership of community- led organisations.
• Provide support to countries in their youth activities by leading, facilitating and promoting efforts to scale up and strengthen the HIV response by and for young people, including through establishment and strengthening of youth networks, empowering youth leaders, etc.
• Build, foster and expand strategic alliances with youth communities to support monitoring and advocating for government accountability for the attainment of HIV global commitments, including by supporting youth-led monitoring initiatives such as the UPROOT Scorecard.
• Identify and promote good practices on youth-led responses from and within the region to benefit the response in countries of the region in line with UNAIDS’ knowledge management strategy.
