Country: Fiscal Policy Department, Ministry of Finance Vientiane, Lao PDR   

 

Description of the Assignment:  Under the overall guidance of the MOF’s Fiscal Policy Department and in close coordination with the Ministry of Planning and Investment and UNDP, the National Consultant is responsible for the following:

1.     Provide technical inputs, facilitation, interpretation, and coordination support to the International Consultant – Tax Expenditures Expert on delivering the above-mentioned objectives. 

2.     Support the research, desk review, initial data gathering and scoping to develop the design of the Tax Expenditures Reporting Framework and the design of the associated database.

3.     Provide the support to facilitate the consultations with key stakeholders / data sources.

4.     Implement the pilot testing exercise which involves reviewing tax investment incentives and agreements awarded by the government in selected sectors, facilitate and follow up on data collection from multiple sources, support on data entry and preliminary analysis, identify ways to address data accessibility bottlenecks.

5.     Provide research, analysis writing, and consultations support to develop the roadmap for producing Lao PDR’s first tax expenditure report. The report will have two parts: (i) provides step-by-step approach to initiate and expand data collection and scope of the database prototype to support tax expenditure reporting and (ii) steps for developing a comprehensive Tax Expenditure Report for Lao PDR, including key data analyses that need to be included in the report.

6.     Coordinate with relevant ministries and concerned departments such as Tax Department (Tax Revenue Management Division, Tax Information Management Division and Planning and International Tax Cooperation Division) to ensure that the design and content of the tax expenditure report aligns with the reports extracted from TaxRIS. 

 

Period of assignment/services: 100 working days in 6 months.
