UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of Shock-Responsive Social Protection analytical study of national budget programmes including vulnerable categories affected by the war, families with children, and beneficiary perceptions of social support response in an emergency context. Pre Bid conference to be held ONLINE via TEAMS platform, on JUNE 19/2023 at 14.30 KYIV time, the link to join - https://teams.microsoft.com/l/meetup-join/19%3ameeting_MTdkMzM5MjQtZTNhOC00YTBhLTlhOGQtYjdlOTY5ODk1NDE4%40thread.v2/0?context=%7b%22Tid%22%3a%2277410195-14e1-4fb8-904b-ab1892023667%22%2c%22Oid%22%3a%22b4318586-92cf-42bc-80bb-a4bd3c016309%22%7d The purpose of this assignment is to: - determine the effectiveness of various types of state social support for their recipients, - drafting proposals for the introduction of new social policy tools and instruments based on the cost-efficient usage of budget funds, taking into consideration limited financial capability of state and local budgets, aimed at supporting the most vulnerable categories of families and children, including those affected by the war. - support with a capacity development of public servants and relevant stakeholders in applying good governance approach in management and public finance for children framework to social protection during crises and recovery period in Ukraine The research is in line with the Government of Ukraine’s National Recovery Plan, and UNICEF’s support to this plan, and will ensure availability of evidence for state and local authorities in decision making, adequate resources within limited budget funds as well as more targeted and of better quality of social support provided in Ukraine with paying more attention to the children needs during the periods of emergency and recovery in Ukraine. This tender will be run through the UNICEF e-submissions system.
