The World Health Organization (WHO) is seeking offers for evaluate the impact of the CONNECT initiative on the use of MCH services and health care in Lao PDR, using a variety of research methods to understand how the intervention contributed to the change, and to inform the ongoing CONNECT initiative for possible adaptation to improve health equity

BACKGROUND

The CONNECT (COmmunity Network eNgagement for Essential healthcare and COVID-19 Reponses through Trust) initiative is designed to empower citizens and local officials to seek health solutions that are realized together for their community. The initiative aims to collaborate with local officials through the Ministry of Health (MoH) and Ministry of Home Affairs (MoHA) to prepare for, prevent and respond to the potential widespread transmission of COVID-19 and enhance community health beyond COVID-19 to achieve Universal Health Coverage and health-related Sustainable Development Goals. CONNECT was developed for MoH and MoHA to jointly orchestrate a multi-sectoral coordinated approach through strengthening local governance to leverage community resources to collectively respond to health issues particular to that community. CONNECT Module 2 on village participatory planning aims to increase maternal and child service uptake in each village through engaging community. The intended impact needs to be assessed to inform the module for further potential improvement.

REQUIREMENTS/WORK TO BE PERFORMED

  • Assessment process is well informed to the team for better implementation of the intervention
    • • A summary of baseline data of the healthcare provider survey
    • • A summary of process data of implementation
  • Quality of collected data is monitored and informed to the team.
    • • Development/revision of a data collection protocol for the team
    • • Continuous monitoring of the quality of collected data
  • Analysis and reporting
    • • A qualitative survey with healthcare providers and villagers are conducted
    • • A report of the results of the qualitative survey.

CHARACTERISTICS OF CONTRACTOR

The successful bidder is expected to demonstrate experience and list relevant projects as follows:

Mandatory experience:

  • • One of staff in the team has minimum of 5 years of experience in quantitative analysis and operational research
  • • One of staff in the team has experience in health sector in Laos
  • • One of staff in the team has experience in communities in Laos

Desirable experience:

  • • One of staff in the team has field work experiences and equity-related analysis in rural settings in Laos
  • • One of staff in the team has experience working with UN, Lao Government, and community organizations
