The World Health Organization (WHO) is seeking offers for financial management & monitoring of Measles-Rubella Supplemental Immunization Activity (MR-SIA) Funds
BACKGROUND
The Measles-Rubella Supplemental Immunization Activity (MR-SIA) in PNG is scheduled on May-June 2023.The funding for such will be disbursed to the NDOH and provinces through the Health Sector Improvement Program (HSIP) account of NDOH and which will be transferred to the Provincial Health Authorities (PHAs).
Some common challenges at the PHA levels include
- a) Delay in the implementation of activities as caused by delay in the transmittal of funds (caused by internal delays in WHO or in NDOH); absence of signatories in the PHA; among others
- b) delay in submission of reports by a few problematic provinces
- c) deviations not having prior approval
To avoid and mitigate the above challenges, costs for activities that will support the HSIP in ensuring proper utilization, management and reporting of funds is included under the approved GAVI agreement.
REQUIREMENTS/WORK TO BE PERFORMED
- • Recruit 15 financial assistants to be posted in selected provinces
- • In coordination with HSIP, conduct refresher training on DFC fund management and NDOH financial & procurement procedures
- • Ensure proper documentation of expenditures, compliance to required HSIP documentation
- • Submission of financial reports (using WHO template) to WHO within two months after completion of activities
CHARACTERISTICS OF CONTRACTOR
The successful bidder is expected to demonstrate experience and list relevant projects as follows:
Mandatory experience:
- • Degree in Finance, Accounting or Business Management or Business Administration with, preferably in the field of accounting
- • Strong Written and verbal communication skills to interact regularly with clients
- • Excellent organisational skills for maintaining clear accurate and meticulous financial records within PHA
- • Attention to detail for ensuring the accuracy of records
- • Multi-tasking in order to successfully handle multiple donor funding, invoices and payments at various stages of activity/budget execution
- • Word Processing and Excel design and applications
- • Excellent Efficiency for handling any accounting issues quickly with minimal supervision
- • Teamwork and teambuilding
