Description
Overview: The United Nations (UN) intends to issue an Invitation to Bid for the purpose of establishing several Global Long-Term Framework Agreements (Systems Contracts) with multiple vendors for the provision of various types of ammunition. For this purpose, the UN is requesting Expression of Interest (REOI) from potential qualified market suppliers interested in participating in the the upcoming solicitation to establish the framework systems contract(s) for the provision of ammunition products as further specified below. It is envisioned to award up to three (3) global framework systems contracts for the full scope of ammunition products for an initial period of three (3) years, with the option to extend for two (2) one-year additional periods, at the UN’s sole discretion. Purchase orders placed against any of the agreements shall be subject to secondary competition amongst the framework contractors, seeking spot-price quotations, supply/delivery lead times, and any other conditions which will be evaluated in accordance with the UN requirements and award criteria specified under the call-off order. Description of Requirement: The Department of Operational Support (DOS) requires various types of ammunition to be used by UN Security Personnel within the global UN Secretariat, including Headquarters in New York, Peacekeeping and Special Policital Missions (https://www.unmissions.org), and Offices Away from UN Headquarters (OAHs) in the course of their official duties, as well as for training purposes. The UN has standardized the firearms in its weapons system to the following makes and models: i. Heckler and Koch G-36 and variants, calibre 5.56 mm; ii. Heckler and Koch MP-5 and variants, calibre 9 mm; iii. Glock G- 17, 19 and variants, calibre 9 mm; and iv. Benelli M-4 shotgun and variants, shell 12-gauge. As such, the UN requires products lines of ammunition that satisfy the requirments of the UN weaponry and are compatible with the abovelisted firearms to ensure their operation without malfunction. In line with the standardization of firearms, the UN Secretariat requires the following types of muntions: Type 1: Cartridge, 5.56 x 45 MM • Product 1: Cartridge, 5.56 x 45 mm, M193, Standard NATO Type Ball Ammunition • Product 2: Cartridge, 5.56 x 45 mm, NATO Tracer, 68 XM 288 Red Tip • Product 3: Cartridge, 5.56 x 45 mm, Training, Frangible Lead-Free Ammunition Type 2: Cartridge , 9 x 19 MM • Product 4: Cartridge, 9 x 19 mm, 124-grain • Product 5: Cartridge, 9 x 19 mm, Training, Frangible Lead-Free Ammunition Type 3: 12 Gauge Ammunition • Product 6: Shell, 12 Gauge, Shotgun, No. 00 Buck, M162 or equivalent • Product 7: Shell, 12 Gauge, 1&1/4 ounce, Rifle slug Type 4: Non-Lethal Training Ammunition • Product 8: Marking Cartidge, 5.56 x 45 mm, at least three colors • Product 9: Marking Cartridge, 9 x 19 mm, at least three colors The ammunition must meet current NATO standards and contractor(s) must be able to provide detailed product description, instructions for use, storage, disposal in English language and must be able to provide the ammunition in all standard NATO packaging configurations. All ammunition must be new and not older than twelve (12) months at the date when the purchase order is placed. The contractor(s) must be either the ammunition manufacturer or an authorized dealer. Manufacturers must maintain quality management system conforming to ISO 9001 or internationally accepted equivalent. The contractor(s) will be required to deliver ordered ammunition within the agreed timeline in accordance with Ex-Works (EXW) or Free Carrier (FCA) delivery terms (Incoterms 2020). The contractor(s) must be capable of obtaining export clearance/license from the host authorities for delivery to global UN Secretariat entities in accordance with the relevant delivery incoterm. Detailed information on the dangerous goods classification and any restrictions for transportation and handling must be provided, as applicable. UN Secretariat entities that may purchase ammunition under the contract(s) are located in the following areas, which is non-exhaustive: a. New York, USA b. Entebbe, Uganda c. Beirut, Lebanon d. Kuwait City, Kuwait e. Kabul, Afghanistan f. Bamako, Mali g. Bangui, Central Africa Republic h. Vienna, Austria i. Geneva, Switzerland j. Bogota, Colombia k. Pristina, Kosovo l. Nicosia, Cyprus m. Jerusalem, Israel n. Bissau, Guinea-Bissau o. Nairobi, Kenya. Under an order, the UN may optionally request the contractor(s) to provide a shipping quotation for delivery to the various UN areas of operation, or the nearest international airport. It is desired, but not mandatory, for the contractor(s) to provide such quotation upon request and to opt to arrange the freight and delivery to the specified location, based on their capabilities. Suppliers that respond with expressed interest and which are duly registered as a UN vendor shall be invited to submit an offer under the upcoming procurement activity. The full scope of the requirement, detailed ammunition product specifications, and projected demand (order quantities) shall be provdided with the tendering documents. The above ammuntion details are provided for informational purposes and shall be considered a non-bidding document.
