BACKGROUND

The provider awarded this agreement for the performance of work (APW) will support the World Health Organization (WHO) Division of Pacific Technical Support with editing key documents for the 15th Pacific Health Ministers Meeting.

The WHO Division of Pacific Technical Support is based in Suva, Fiji, and was established to coordinate and provide timely, tailored support and backstopping to 21 Pacific island countries and areas (PICs). The Division’s work is delivered in close collaboration with Pacific governments, other United Nations agencies, development partners, donors, and nongovernmental organisations to achieve better health outcomes for Pacific island communities.

Every two years, the Pacific Health Ministers Meeting (PHMM) is hosted by a Pacific island nation with support from Secretariat partners, WHO and the Pacific Community (SPC). The PHMM is an opportunity for ministers of health and partners to come together to review progress, share lessons learned and drive collective action to deliver better health for people across the Pacific. The 15th PHMM, to be hosted by Tonga, is scheduled to take place in the third quarter of 2023.

While the agenda topics for the 15th PHMM are currently undergoing a consultation and consensus-building process, the PHMM is likely to focus on:

  • • Rethinking human resources for health
  • • Tackling the drivers of obesity, particularly for children and young people
  • • Advancing health information and digital transformation in the health sector
  • • Strengthening health system resilience

These are issues of great significance to Pacific island countries and areas, and further action in these areas will result in better health and lives saved. They also align with the thematic priorities outlined in For the Future: Towards the Healthiest and Safest Region which sets out WHO’s guiding vision for the Western Pacific Region. This work to edit key documents related to the 15th PHMM and ensure that they are both grammatically correct and understandable will therefore contribute to the achievement of the For the Future vision and through that, WHO’s global Thirteenth General Programme of Work, 2019-2023 (GPW-13) and the Sustainable Development Goals (SDGs).

Planned timelines

While quotations should be based on the total number of words to be edited, the chosen provider should be available to carry out the work according to the following timeline:

  • Phase 1: Editing of technical papers and summary of progress since the last meeting (approx. 17,200 words) / 24 July 2023 to 4 August 2023
  • Phase 2: Editing of meeting reports (approx. 14,300 words) / 2 October 2023 to 17 November 2023

 

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Output 1: Editing of key products before the 15th Pacific Health Ministers Meeting

  • • Deliverable 1.1: Four edited technical papers (approx. 2,800 words each)
  • • Deliverable 1.2: Edited document summarizing progress since the previous Pacific Health Ministers Meeting (approx. 6,000 words)

Output 2: Editing of the reports to be delivered after the 15th Pacific Health Ministers Meeting

  • • Deliverable 2.1: Edited summary meeting report (approx. 3,300 words)
  • • Deliverable 2.2: Edited final meeting report (approx. 8,500 words)
  • • Deliverable 2.3: Edited outcome document (approx. 2,500 words)

Technical supervision

The selected provider will work under the supervision of:

  • Responsible Officer: Lauren O’Connor, Technical Officer (Communications, Resource Mobilization & External Relations)
  • Manager: Mark Jacobs, WHO Representative

 

QUALIFICATIONS AND EXPERIENCE

Education required                   

Degree in Communications, Journalism, English, Literature or similar from a recognized university.

Experience required

At least seven years of extensive experience in editing, rewriting and proofreading, at least three years of which are at an international level.

Skills /Technical skills and knowledge

Expert knowledge of the English language and good working knowledge of health and administrative technology.

Language requirements

Read-write-speak English at expert level

Competencies
