UNICEF Philippine Country Office is inviting you to submit a proposal for LRPS-2023-9181646: Strengthening Local Capacities of Community-Based Networks on Monitoring, Verifying and Reporting of Grave Child Rights Violations.

Summarized Terms of Reference:

Pursuant to the United Nations Security Council Resolution 1612 and concerns six categories of violations against children in the context of armed conflict such as Killing and Maiming; Rape and Sexual Violence; Abduction; Recruitment and Use; Attacks on Schools and Hospitals; and Denial of Humanitarian Access, this initiative aims to address grave violations against children perpetrated by state and non-state armed forces and groups and strengthen local capacity of community-based networks/grassroots monitors in places with high prevalence of child rights violations and strengthen the capacity of Bangsamoro Human Rights Commission, specifically in the province of Lanao Del Sur.

Specifically, the objectives of this initiative include:

  1. Monitoring and reporting of grave child rights violations: Build capacities of community- based monitors/grassroots monitors to document, monitor and report grave violations against children to ensure accountability, prevention and response programming
  2. Prevention and Response to grave violations against children: Build capacities of community-based monitors/grassroots monitors for and develops a variety of preventive measures and responses to address grave violations against children at all levels that contributes in strengthening Child Protection Systems;
  3. Advocacy: Support advocacy agenda for the fulfilment of children’s rights in the midst of armed conflict;
  4. Coordination: Enhance coordination through various means in order to ensure strengthening of response to conflict-affected children.
  5. Full implementation of CSAC Law and its Inter-Agency Handling Protocol: Support to Government/HRI on the dissemination and implementation of UN-AFP Strategic Plan, CSAC Law and inter-agency handling protocols.

KEY COMPONENTS

This initiative will have two key components as follows:

  1. Children affected by armed conflict and grave violations monitored, reported, responded to, followed -up and verified.
  2. Increased Awareness on child rights focusing on right to protection including MRM on Grave Child Rights Violations and CSAC Law.

Proposals submitted through UNICEF’s inTend will be considered as valid. Submissions outside the portal will not be honoured.
