RESEARCH STUDY ON HOW TO PRIORITIZE HUMANITARIAN ASSISTANCE.
The United Nations World Food Programme hereinafter referred to as the “WFP”, with its Headquarters located in Via C.G. Viola, 68/70, 00148 Rome, Italy is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience by assisting almost 100 million people in around 83 countries each year. About 17,000 people work for the organization, most of them in remote areas, directly serving the hungry poor.
The WFP [Research Asessment and Monitoring Division and CBT divisions] seeks to purchase [ Consulting service to conduct appplied research at global scale] to [study 'the Breadth vs. Depth dilemma in WFP General Food Assistance (GFA) operations ].
The aim of this research piece is to guide policy and programme design decisions, as well as to generate a stronger set of tools and guidelines, to help Country Offices and Regional Bureaus navigate the political and technical dynamics of this process. To this end, the study has two main objectives:
- Inform strategic decision-making regarding WFP’s vision on cash-based GFA activities and the breadth vs. depth discussion within those activities in various contexts;
- Through the generation of a set of case studies representing the same dilemma in different contexts, produce evidence-based key considerations for operational decision-making on prioritization for WFP’s cash-based GFA programmes.
