Afghanistan Humanitarian Fund (AHF) formerly known as the Common Humanitarian Fund is a Country-Based Pooled Funds (CBPF) managed by the Humanitarian Financing Unit (HFU) of the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) based in Kabul. The AHF was established in 2014. Under the leadership of the UN Assistant-Secretary General and Humanitarian Coordinator (HC), the AHF supports effective, coordinated, prioritized and principled humanitarian response in Afghanistan. The AHF mobilizes and channels donor resources to Implementing Partners (IP) working in the humanitarian sector of Afghanistan to respond to people in critical needs. The AHF allocates donor contributions to its implementing partners in Afghanistan To achieve this goal, there is an inclusive, transparent and efficient process that includes two allocation mechanisms, standard allocation and reserve allocation. The AHF is aiming to conduct at least one Standard allocation per year while additional reserve allocations are conducted as needed. The HC and the AHF Advisory Board approves allocation strategies on basis of the Humanitarian Response Plan (HRP) and cluster strategies. National and international NGOs, UN agencies and the Red Cross and Red Crescent Societies are eligible to apply for the AHF funding. Implementing partners that receive the AHF funding are responsible to ensure they have adequate internal mechanisms to meet project management, monitoring and reporting requirements and provide quality performance information. Building on and acknowledging the role of these systems, OCHA is seeking to work in partnership with an external service provider able to verify project outputs and activities reported by AHF’s implementing partners. The provider is required to visit project sites to assess progress and risks of AHF funded projects across Afghanistan. The duration of the contract is envisaged to be three (3) years, with optional two (2) one-year extensions (3+1+1 year). Estimated contract start date is April 2023.
