Description
The United Nations Office for Project Services (hereinafter referred to as UNOPS) is pleased to invite competent Bidders to submit their respective competitive Bids for the Establishment of a Long Term Agreement (LTA) for the Provision of Vehicle Rental Services for all Regional States in Ethiopia in accordance with the UNOPS General Conditions of Contract and “Schedule of Requirements” herein uploaded under file ITB_Section_II_Schedule of Requirements. The tender is divided into SEVEN LOTS:
- LOT I: 4WD Five Door Passenger Vehicles ( Production Year 2003-2007 with 8 seats capacity)
- LOT II: 4WD Five Door Passenger Vehicles (Production Year 2010 & above with a minimum of 8 seats capacity )
- LOT III: 4WD Single Cabin Pick Up ( Production Year 2010 & above)
- LOT IV: Mini-bus (Production Year 2010 and above with a minimum of 12 seats capacity)
- LOT V: Midi-bus (Production Year 2010 and above with a minimum of 23 seats capacity)
- LOT VI: Sedan Car (Production Year 2010 and above with 5 Seats - Automobile)
- LOT VIII: ASSORTED RENTAL VEHICLE SERVICES FOR SOMALI REGION, ETHIOPIA

This is to kindly inform you that the captioned ITB has been formally canceled due to insufficient numbers of submission of substantially compliant bids.We have noticed some gaps in the submissions. We kindly request you to pay your attention to below details in future processes1. Ownership certificates as requested per each lot.2. Health and Safety policy, which is a written statement with details about the organization's approach OR policy OR documented procedures OR evidence of training conducted. 3. Sustainability criteria regarding gender which is a document or a clear statement/ supporting documentation that outlines how gender is mainstreamed internally.This should include the organization's current or future plans/activities with regards to:● gender diversity in the recruitment process (such as outreach to potential diverse candidates and equitable, non-biased interview practices)● ensuring equal pay between men and women for the same roles by providing pay gap analysis or pay stubs● opportunities for females to be empowered and promoted internally (e.g. mentorship, leadership/ management skills training for both junior and senior employees),● prevention of sexual exploitation and abuse or any form of discrimination at work (e.g. zero-tolerance policy in place),● paid parental leave policies for men and women,● provide professional safety training and access to equal protection facilities for all staffs without discriminationUNOPS decided to cancel the current process and re tender. New amendment added #1: The Following Amendments are done.1. The statement " LOT V: Midi-bus (Production Year 2010 and above with a minimum of 28 seats capacity)" On section II; Schedule of Requirements / Terms of Reference (ToR) - II Scope of Vehicle Rental Service changed to " LOT V: Midi-bus (Production Year 2010 and above with a minimum of 23 seats capacity)" The amendment is highlighted in yellow on the document titled "2 - ITB_Section_II_Schedule of Requirements_ AMENDED"2. The statement " 3. Bidders are required to supply a vehicle that has a minimum fuel efficiency rating of 7 km per liter. UNOPS Admin officers are responsible for ensuring that drivers record all fuel issued to their vehicles in their log books at all times with corresponding KM reading. The records of distance covered in a field trip shall be signed off by the traveler & verified by the UNOPS admin Officer." On section II; Schedule of Requirements / Terms of Reference (ToR) - VII. Management of Fuel changed to " 3. Bidders are required to supply a vehicle that has a minimum fuel efficiency rating of the below specified kilometers per liter for each type of vehicle. UNOPS Admin officers are responsible for ensuring that drivers record all fuel issued to their vehicles in their log books at all times with corresponding KM reading. On ITB section II TOR document on sub article VII Managment of fuel on point 3 says '' Bidders are required to supply a vehicle that has a minimum fuel efficiency rating of 7 km per liter.''our question is on your LTA you required different types of vehicle ( 5 LOTS )but those vehicles are not the same fuel efficiency ratting and all are not score 7km per literon our experience for 4WD Vehicles production year 2003-2007 fuel efficiency rating of 6 km per liter For 4WD Vehicles production year 2010and above fuel efficiency rating of 6.5 km per liter For single cab pickup Vehicles production year 2010 and above fuel efficiency rating of 7 km per liter For mini-bus Vehicles production year 2010 and above fuel efficiency rating of 8 km per liter For midi-bus Vehicles production year 2010 and above fuel efficiency rating of 3 km per liter For sedan Vehicles production year 2010 and above fuel efficiency rating of 10 km per literPlease clarify the minimum fuel efficiency rating of km per liter for each Vehicle types based on above information and your assessment. 2. On ITB section II TOR document on sub article X FAILURE TO DELIVER THE VEHICLE RENTAL SERVICE saysShould the successful Service Provider be unable to provide the services required by UNOPS or its partners within 24 hours of contract commencement or during the course of contract, UNOPS shall have the right to procure services from the market. Any additional expenses associated with this action will be borne by the successful contractor. Our quotation currently everywhere has humanitarian needs and every Governmental and non-governmental organizations have needed more vehicles. Due to that have vehicle shortage on the market, accordingly 24 hour vehicle request notice have very short to arrange the requested vehicles. Please by considering the above factor requests you to make your request of notice to 5 days 3. On ITB section II LOT V says MIDI-BUS (Production Year 2010 and above with a minimum of 28 seats capacity)Our question is on seats capacity , above 28 seat capacity means the buss are not midi bus that is large buses seat capacity from 28-60If you need midi bus vehicles like Coaster buses the standard seat capacity of those types of vehicles are 23. Mid bus vehicle seat capacities are up to 23 set, please see the vehicles that you want to need and clarify for us.Clarification: We have considered your request and have covered it in the coming amendment.
