Development of the UHC Implementation Tool Guide
WHO requires the successful bidder, the Contractor, to carry out the refinement and develop manuscript for the UHC implementation guide
BACKGROUND
The journey to advancing universal health coverage (UHC) is not straightforward and needs sustained political commitment to strengthen and equip health systems to address future challenges. UHC TAG has been meeting annually since 2016 to support Member States in advancing UHC in the Region. During the UHC TAG’s formative years through 2019, Member States gained momentum and reinforced systems strengthening guided by the 15 action domains under the five attributes of high-performing health systems (Regional Action Framework on Universal Health Coverage: Moving Towards Better Health). With the dynamic challenges and emerging health threats, there is vivid recognition that transforming health systems to deliver UHC requires a rethinking of strategies.
The For the Future vision, endorsed by Member States in 2019, articulated new ways of working to future-proof health systems, including taking a systems approach with UHC as the foundation. This approach has become more relevant and valid with the emergence of the coronavirus disease (COVID-19), as countries grapple with adapting and recovering from the interconnected challenges of the pandemic. With the shifting landscape of health in the Region, the UHC TAG advocates reorienting the approach to transforming health systems with data for informed decisions and progress monitoring and uniting programmes for people-centred and integrated services as outputs of strong health systems.
In charting our path to effectively design health systems, identified key issues, opportunities and strategies enabled participants of the Fifth UHC TAG meeting to have informed foresight of what the health systems in the “new future” should look like to deliver UHC at all times. While multisectoral stakeholders work together in addressing the interconnected challenges under the “new normal”, actions are being aligned towards the long-term UHC agenda. In translating political and technical commitments to realize the envisioned “new future”, the following strategic shifts which underpin systems approach with UHC were identified:
- • Ensuring sustainable financing and collectively investing in health outcomes
- • Redesigning service delivery models
- • Strengthening intersectoral governance, emphasizing on local and community leadership
- • Enabling new ways of working to accelerate health systems transformation
Collective gains from the outcomes of all previous UHC TAG meetings serve as critical inputs in developing the UHC roadmap guide that will support Member States in (re)designing systems architecture. The output is expected to have technical, policy and process guidance to assess gaps, implement and monitor actions to accelerate health systems transformation for UHC and consolidate related technical resources and aligns with regional agendas of other programmes.
WORK TO BE PERFORMED
Output 1: Organize two workshops to discuss and refine the implementation guide
- Deliverable 1.1: Provide technical summary report for workshop 1.
- Deliverable 1.2: Provide technical summary report for workshop 2.
Output 2: UHC roadmap implementation guide
Deliverable 2: Finalize and submit the UHC roadmap implementation guide inclusive of key concepts, full narratives, and recommended action points for Member States’ policy makers with innovative design in Word file (manuscript) format, PowerPoint presentation/s of the key sections of the implementation guide, and raw files of all graphs, data, tables, figures and images in raw files (ie. .pst, adobe, jpeg, etc).
CHARACTERISTICS OF PROVIDER
Mandatory:
- • Proven experience in the field of managing high level advisory groups in healthcare related areas and producing roadmaps for implementing health policies.
- • Previous work with WHO, other international organizations and/or major institutions in the field of public health in the Western Pacific Region;
Desirable:
- • At least 10 years of solid experience in public health, health sciences and/or health research including experience within an international/national context;
- • At least 10 years of experience in conducting qualitative and quantitative public health and social research in variety of cultural contexts; and
- • At least 10 years of experience in project management, coordination and policy development
- • Strong expertise in building and facilitating dialogues, building partnerships, editing academic guidelines and tools.
