Description

WHO requires the successful bidder, the Contractor, to assess the existing HERO training, provide an enhanced training program and facilitate pilot implementation of enhanced HERO training modules to the Department of Health’s Health Emergency Management Bureau (DOH-HEMB), under an Agreement for Performance of Work (APW) contract.

BACKGROUND 

The Philippines being located in the Pacific Ring of Fire and Pacific Typhoon Belt experiences numerous natural hazards that may bring threat not only to economic status but to health as well. With its archipelagic characteristics on the other hand, many other human-induced hazards pose further threat with health. The Global Assessment Report (GAR2022), released by the UN Office for Disaster Risk Reduction, still identifies the highest cost brought by disasters is borne by the Asia-Pacific region, which loses an average of 1.6 percent of GDP every year, while the poorest also suffer the most within developing countries.

Cognizant of these innovations and advanced technology and the result of the risk index, there is a need to upgrade the mechanism that our country utilizes to ensure a well-coordinated response especially during an emergency or disaster. Consequently, it is imperative that the current health emergency response operations and its training module primarily be reviewed and refined accordingly.

The World Health Organization Health Emergencies Programme (WHE) is committed to continuously support countries in capacity building of its health emergency leaders at all levels of healthcare system. Rapid and effective response to emergencies under a coordinated incident management system is key on saving lives and ensuring uninterrupted health services.

Objectives:

General: To ensure that the mechanism of health emergency response operations is updated and well-coordinated.

Specific:

  1. Review and refine the Philippine concept of health emergency response operations through its training modules;
  2. Integrate as necessary as possible other relevant trainings for a holistic response operation such as SPEED, Information Management, Mass Casualty Management; and
  3. Ensure that the output of the training will develop a Health Emergency Response Operations Plan.

 

WORK TO BE PERFORMED 

Philippines Country Office (WR), in close collaboration with the WHE Team of WCO PHL, and officers within the DOH-Health Emergency Management Bureau (HEMB) and other relevant offices, the contractual partner is expected to:

Output 1: Conduct assessment of HERO training that shall provide the basis for the proposed enhancement of HERO training.

  • Deliverable 1.1: Inception report, including strategies and work plan   in   implementing   the technical assistance presented and approved.
  • Deliverable 1.2: Conduct review of current HERO training modules by consultations with DOH-HEMB, DOH-Center for Health Development (CHDs), local government units (LGU), and other offices relevant to the implementation of the training.
  • Deliverable 1.3: Development and implementation of assessment tool for HERO training Deliverable 1.4: Draft proposed enhanced HERO training modules

Output 2: Facilitate pilot implementation of enhanced HERO training modules to identified CHD or health facility.

  • Deliverable 2.1: Provide plan of pilot implementation for approval by Response Division of DOH-HEMB. Deliverable 2.2: Implement enhanced training according to timeline of the plan.
  • Deliverable 2.3: Submit technical report of the pilot implementation.
  • Deliverable 2.4: Provide identified and approved revisions to the training modules.

Output 3: Provide finalized enhanced HERO training modules approved by DOH-HEMB Director.

Deliverable 3.1: Seek final inputs from the different divisions of HEMB, WCO Philippines WHE Team, and other offices identified by DOH-HEMB.

Deliverable 3.2: Collate final modules for approval of DOH-HEMB Director

Deliverable 3.3: Submit final copies of enhanced HERO training in hard-bound and soft copy to the office of DOH-HEMB director and WCO Philippines WHE Team

Output 4: Submit financial and technical reports

Deliverable 4.1: Provide financial report to the administrative support of WCO Philippines WHE Team. Deliverable 4.2: Provide final technical report to the Team Lead of WCO Philippines WHE Team.

 

CHARACTERISTICS OF PROVIDER 

Mandatory:

  1. Proven experience in the field of public health, health emergencies, or health policy for 5 years..
  2. Previous work with WHO, other international organizations and/or major institutions in the field of disaster preparedness and response advocacies and stakeholders is essential.;

Desirable:

Experience working with the Department of Health, development of disaster preparedness and response plan, development of training package, and other relevant areas of UHC.
