Description
1. The United Nations (UN) Department of Field Support (DFS) has a requirement for the provision of a Real-Time Aircraft Global Satellite Tracking Service for all UN Air Assets operating under contract with Air Transport Section (ATS) / OASG-DFS. 2. The DPKO/DFS/DPA air fleet is composed of an assortment of air assets (approximately 180 fixed wing and rotary wing aircraft) contracted through a variety of air carriers and governments. 3. The service provider shall provide evidence of technical and professional capacity, through references or certificates of previous and/or current relevant work experience in delivering the required service, to at least three (3) global operating aviation organizations (military and/or international air carriers); during the last five (5) years. 4. Currently all DPKO/DFS/DPA air assets are required to have an active compliant aircraft tracking system equipment that transmits real-time flight data to the current global aircraft tracking service provider, who in turn provides the necessary tools that allow UN to observe, analyze and report real-time flight activities. 5. Specific / additional detailed requirements will be described in the Statement of Work (SOW) document; as part of the Request for Proposals (RFP) process. 6. The Air Tracking Unit shall be approved for aviation use and be able to provide take-off / landing position reports and in-flight regular position reports at a maximum interval of 3 minutes. 7. The service shall be compatible with Iridium or Inmarsat Satellite Networks (global satellite coverage). 8. The service provider shall provide the solution on a 24/7/365 basis. This service will supply continuous real-time tracking support for the UN Fleet, providing aircraft positions, with automatic update every three (3) minutes. 9. The Real-Time Global Satellite Tracking System shall have the ability to display on the map the Aircraft Position Reported (APR) from the tracking unit fitted on the tracked aircraft. The APR shall contain the following information: • Equipment Serial Number (ESN) internally generated by unit, • Aircraft model, • Registration number, • Date, • UTC Time of the GPS position report, • Latitude (displayed in decimal degrees), • Longitude (displayed in decimal degrees), • Speed, • Heading, • Altitude, • The UN Call Sign, which is a United Nation's identification number assigned for each contracted aircraft, displayed on the map 10. The service provider shall provide a Data Service Integration solution from the different third party satellite service providers, in order to receive and dissseminate the signal from their servers and to integrate the data into a single source for visualization through the proposed system. 11. The service provider shall provide training on all the operational and maintenance features of the proposed solution. 12. The contracted service shall be a turn-key solution, and shall include all costs involved in providing the service. 13.
