Description

The World Health Organization (WHO) is seeking offers for shipping service for sending laboratory samples from Viet Nam to regional reference laboratories. 

Background   

The laboratory networks were established to provide accurate and timely laboratory confirmation of infections, an essential component of disease surveillance systems. The laboratory networks provide high-quality surveillance data to help guide disease eradication, elimination and control programmes. WHO coordinates five vaccine preventable diseases (VPDs) laboratory networks in the Western Pacific Region to support surveillance for selected VPDs, including polio, measles and rubella, Japanese encephalitis (JE), rotavirus and invasive bacterial vaccine preventable diseases (IB-VPD). The goals of the VPD laboratory networks are to: 1) Provide evidence of burden of disease and vaccine introduction; 2) Contribute significantly to the evaluation of disease eradication, elimination and control; 3) Confirm outbreaks, and 4) Strengthen quality assurance in participating labs. Therefore, WHO representative office of Viet Nam commences a company as an APW holder to provide shipment service that would meet the demand of direct express shipping with network flights that reach out and preserve laboratory samples in good condition from WHO designated National Laboratories (NL) in Viet Nam to Regional Reference Laboratories (RRL) or Global Specialized Laboratories (GSL) for the purpose of Quality Control under Global WHO Laboratory Network.

This objective is in line with strengthening and expanding the scope of testing to VPDs as outlined in the “Regional Strategic Framework for VPD and Immunization in the Western Pacific 2021-2030”.

Deliverables 

The APW contract holder is expected to be responsible for the goods, from taking over the goods at the laboratories to the delivery points; to ensure its receipt, custom clearance, storage and delivery to the Regional Reference Laboratories (RRL) or Global Specialized Laboratories (GSL) as in the Annex 1.

The workflows are specified as below:

  • • Receive shipment’s details from laboratories
  • • Contact with WHO to check information
  • • Check with Consignee about the shipment
  • • Check with agent to get greenlight signal for shipping
  • • Prepare export documents for shipping
  • • Pack the shipment as IATA’s regulation for UN3373 shipment
  • • Keep the samples frozen by dry ice
  • • Do shipping mark and label
  • • Arrange booking with Airlines
  • • Pick up the samples from laboratories to airport
  • • Process custom clearance
  • • Do some works at airport for loading the shipment
  • • Delivery to consignee at destination

Output 1: Invoice of shipment  

  • • Deliverable 1.1: Invoice of each shipment

Qualifications, experience, skills and languages 

The proposed company must have the following qualifications and experiences: 

Qualifications required:

  • • The company has been granted a Certificate of Business Registration, an Establishment Decision or equivalent document issued by a competent authority of Viet Nam.
  • • The company must be able to provide sufficient store for keeping laboratory samples at the required temperature.
  • • The company has a record of timely and satisfactory performance with its clients is desirable.
  • • The company has one shipping coordinator who will take general responsibility for the whole contract with WHO with qualifications of university’s degree in business management, logistics or other related fields and at least two-year experience in the shipping and logistic areas

Experience required:  

  • • The company must have at least three (3) years of relevant experience on providing the shipping service for laboratory samples. 

Language requirements: Fluent in Vietnamese to complete the works. Moderate in English to submit the reports to WHO (if necessary).

    • o Company’s business registration, licenses and certification on providing the stated services,  
    • o List of company’s customers for the past 3 years 
  • • Technical proposal indicating solution, methodology and timelines, in addition to the below annexes: 
    • o   Annex 2: Confidentiality Undertaking
    • o   Annex 3: Vendor Information Form
  • • Financial proposal (submitted in English language and strictly follows the requirement on the weight of each shipment)
