Description
The United Nations Office at Nairobi (hereinafter referred to as UNON), on behalf of The United Nations Human Settlements Programme (UN-Habitat), Nairobi, is issuing this Request for Expression of Interest (herein referred to as REOI) to seek interest from qualified companies with required expertise and experience, from all countries who will be invited to participate in a tender for the construction, Operationalization, Support operation & maintenance and Transfer (BOT) of 45 Tonnes Per Day (TPD) capacity Municipal Solid Waste Material Recovery Facility (MRF) in Berbera port town, Somaliland (Eastern Africa). This REOI replaces REOI No. 19972.
(1) Background and Project Objective:
UN-Habitat in partnership with the Berbera Municipal Authority are collaborating to improve waste management and harness the circular economy in Berbera City under the Berbera Urban Development Project (BUDP). The Project focuses on sustainable and economically gainful waste management and employment creation. This will include minimized waste generation, innovative and appropriate use of existing resources, reuse of materials, and awareness raising on the concepts of well-managed growth.
Overall, the project seeks to contribute to inclusive and sustainable urban development and economic growth in Berbera through improved waste management infrastructure and services. The BUDP also aims at bridging the gap between the urban poor and the local government, by strengthening inclusive governance, enabling the provision of improved services, and creating related employment in Berbera.
(2) Main activities and expected outputs:
The Project will establish a Material Recovery Facility (MRF) on the principles of circular economy. The facility will receive approximately 45 tonnes per day (TPD) of Mixed Municipal Solid Waste. The operator shall segregate mixed Biodegradable and Non-Biodegradable Municipal waste received at the facility into compostable, recyclable, and combustible wastes, sort different categories of reusable, recyclable and combustible wastes and put the segregated components in the value chain and generate revenue. The facility aims to conserve national and natural resources and provide employment opportunities to local unemployed women & youth.
The contractor will undertake activities described in the following scope of work in close supervision of the UN Habitat, Human Settlements Programs Nairobi.
(3) Scope of Work
a. Construct/Set up a Semi-Automated Material Recovery Facility (MRF) of 45 TPD capacity for mixed municipal solid waste on Build, Operate and transfer (BOT) basis.
The contractor shall initiate the construction of the facility at her/his cost. The contractor shall be reimbursed the agreed capital cost on pre-determined milestone basis.
b. Operationalize the facility with her/his own resources, manpower and material and operate & maintain the facility at her/his own cost for a period of six (6) months from the date of the Operationalization of the Material Recovery Facility (MRF). The contractor shall be paid operations and maintenance (O&M cost), i.e., working capital, salaries, wages, electricity, water, etc. as may be agreed monthly from the date of operation of the facility until handing over the operational facility to the Berbera Municipal Authority (BMA) unless the contract is terminated earlier for any reason.
c. Provide optimum employment opportunity to local unemployed women and youth to work on the facility and impart the necessary hands-on training.
d. Provide suitable personal protective equipment (PPE) to workers engaged at the Material Recovery Facility.
e. Establish backward and forward linkages in consultation with Berbera Municipal Authority and local business establishments for sale of segregated/ recovered material at the facility to recycling industries, Waste to Energy plants / optimum utilization of segregated Recyclables, Compostable, and Combustible Material at the MRF.
f. Impart hands-on training to the staff designated by Berbera Development Authority for a period of three (3) months to enable them to take over and manage the operation and maintenance of the MRF during the period of six (6) months of Operationalization of the facility.
g. Hand over the MRF to Berbera Municipal Authority in a working Condition on completion of six (6) months of operation and maintenance with an Operational guide for the staff that will run & maintain the facility there after.
(4) NOTES:
(i)This EOI does not entail any commitment on the part of the UN, either financial or otherwise. The UN reserves the right to accept or reject any or all applications without incurring any obligation
(ii) This is NOT A PRE-QUALIFICATION EOI. The UN will not pre-qualify Vendors at this stage. The full package including the Scope of Work, Drawings, BoQ and Evaluation Criteria will be sent to the Vendors who apply through this REOI during the bidding stage of the process. All Vendors who apply through this REOI will be invited to participate in the bidding exercise..
